Ensure that payroll is delivered in compliance with applicable state and federal laws and regulations and in a timely manner.
Qualifications: Education/Certification: High school diploma or GED Special Knowledge/Skills: Knowledge of school district payroll procedures Knowledge of local, state, and federal requirements relating to payroll issues and reports Knowledge of payroll accounting and auditing principles Ability to maintain accurate and auditable records Ability to work with numbers in accurate and rapid manner to meet established deadlines Effective organizational, communication, and interpersonal skills Ability to use personal computer and software such as word processing, spreadsheets, and databases Proficiency in keyboarding and file maintenance Detail Oriented Ability to supervise personnel Experience: Three years payroll experience in school district - preferred Major Responsibilities and Duties: Direct and control payroll preparation and production, including regular, special, and supplemental payrolls.
Ensure adherence to standards and procedures, and take steps to correct problems, delays, and inaccuracies.
Develop and implement payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions.
Control payroll preparation and ensure accuracy of all payroll data input and calculations including payroll deductions, salary changes, termination, and new employee information.
Balance each payroll prior to check disbursement.
Control payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits and insurance.
Make related fund transfers and deposits.
Prepare, submit and organize monthly Teacher Retirement System reports in a timely manner.
Reconcile the Teacher Retirement System reports with the general ledger (software), Teacher Retirement System Portal Ledger and TexNet.
Communicate with campus/department administrative assistants, and employees to ensure accuracy of information reported; resolve payroll problems and inquiries.
Work cooperatively with Human Capital to process hiring, leave, terminations and other employment-related issues.
Compile, maintain, and file all reports, records, and other documents required including auditable records.
Maintain physical and computerized files for payroll records.
Prepare and distribute W-2's at year end.
Prepare correspondence using personal computer.
Keep informed of and comply with state and district policies and regulations concerning primary job functions.
Supervise payroll staff, train, evaluate and make recommendations relative to assignment, retention, discipline and dismissal.
Maintain confidentiality of information.
Transition to alternative format/platform as necessitated by District need/decisions.
Perform other duties as assigned.
