Job Description
Job Summary: The Modernization Officer supports the Modernization Department within the Housing Authority of the City of Elizabeth (HACE). This role involves assisting the Director of Modernization with projects funded by HUD’s Capital Fund Program. The Modernization Officer will work closely with the Director of Modernization, HACE staff, and external stakeholders.
Responsibilities:
Conduct regular site walks to monitor progress, identify potential issues, and ensure compliance with regulations and quality standards.
Requests for and obtain federal wage decisions for each new project
Sets up labor compliance files and ensures that all contractors submit certified weekly payroll reports
Attend weekly construction meetings discussing work progress, site conditions, and schedules with A/E and general contractor
Conduct pre-bid meetings, attend bid openings, and respond to all related and relevant inquiries.
Process change orders for all approved proposals
Collaborate with stakeholders, including architects, contractors, engineers, and regulatory agencies, to ensure projects adhere to specifications, budgets, and timelines
Assist with administering construction contracts and ensuring that all permits and licenses have been secured.
Ensures that all HUD- and regulatory-required paperwork and reports are complete and accurate and submitted in a timely manner.
Interacts with and responds to inquiries from supervisors, contractors, architects and other staff.
Assists in the preparation of bid packages, plans, specifications, cost estimates, and material estimates and assists staff with preparing bid packages not prepared by architects.
Ensure projects are hiring residents and YouthBuild participants as per Section 3 of the US HUD Act of 1968
Assist with the preparation of monthly board meetings
Perform other duties as required.
Qualifications:
Bachelor's degree in construction management or other related fields
Minimum of 3 years of project management or construction management
Strong understanding of construction processes, building codes, zoning regulations, and other relevant industry standards.
Knowledge of HUD capital fund program preferred
Excellent organizational, time management, and multitasking skills, with the ability to prioritize tasks effectively in a fast-paced environment.
Proficiency in project management software, Microsoft Office Suite, and other relevant tools.
Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
