PLANNER - DEVELOPMENT

Salary: 124 - $64,442.00 minimum salary.

Purpose of Classification

Performs development planning work. Work involves the short-range planning functions in accordance with the County's policies, rules, and regulations to include inspections, research, report writing, and presentations to Court and advisory boards. Work requires contact with local governmental representatives, engineering contractors and private entities. The employee has daily contact with the public which requires tact and diplomacy. Employees at this level follow standard practices that do not require frequent supervision of detail.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Assists the public and other agencies regarding the requirements of the rules and regulations, via walk-ins, telephone, e-mail, and voice mail.

Reviews building permit applications and site plans for compliance with the County rules and regulations.

Performs site inspections of both new and existing developments for compliance with subdivision, building and other related regulations.

Reviews various development applications (including but limited to temporary permits, variances, right of way permits, and utility permits) and researches proposed use to determine requirements for approval.

Prepares reports and makes presentations to Court and advisory boards and provides testimony at hearings.

Maintains management of applications and department specific software for accurate records of permit status, notifies operators of renewal requirements.

Investigates, reviews and processes development applications. Delivers documents to appropriate entities and assists in formulating agenda packets.

Conducts project review meetings, prepares planning reports, assists in special planning projects and training activities.

Aids and provides information to employees, managers, vendors, citizens, local businesses, and/or and other interested parties regarding assigned development functions; serves as liaison between supervisors, vendors, and other departments in regards to department policies and activities. Explains policies and procedures.

Prepares various department documents requiring knowledge of department policies, programs, and procedures and which may involve researching, compiling, analyzing, retrieving and/or summarizing data.

Drives and assists during emergencies and inclement weather.

Additional Functions

Performs other related duties as required.

Minimum Qualifications

Bachelor's degree from an accredited four (4) year college or university in the field of Government (i.e. Planning, Urban Planning) or related field. Job requires six (6) months experience in planning or related field, may include internship. Two (2) years of experience in planning and technical data analysis preferred. Job requires a current, valid Texas Class C driver's license. Must be knowledgeable of the practices and principles of urban planning. Ability to read, analyze and interpret general planning documents, professional journals, surveys, reports, legal document and regulations. Must be customer-service oriented, have a customer-friendly attitude and professional appearance at all times. Must be able to communicate effectively in the English language, at all levels, both orally and in writing. Must be proficient in computer software such as Microsoft Word, PowerPoint, and Excel. Bilingual in English and Spanish preferred, but not required.

Physical Ability: Tasks require the ability to exert medium physical effort in medium work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of medium weight (20-30 pounds). Tasks may involve extended periods of time, balancing, stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed with exposure to adverse environmental conditions. Exposure to damp/wet surfaces, duty conditions, fumes and odors, flammable liquids, and high noise levels.

This is not a Civil Service covered position.
