We are looking for a Technical Program Manager to lead a dynamic program providing unique technology engineering support. The program provides expertise across multiple mission areas across software development, data engineering, technical integration, network engineering, and quick reaction development. The technical work is hands-on, lab discovery focused, and multi-disciplinary. The work location is in the Tidewater region of Virginia.
Responsibilities:
Manage a 10-person team including experts in technical integration, network/cyber security engineering, software development, and data engineering and analysis
Lead the planning, execution, and delivery of complex technical programs using Agile methodologies
Manage multiple projects simultaneously, ensuring alignment to mission priorities and technical objectives
Drive disciplined adherence to project timelines, milestones, and deliverables
Maintain rigorously organized Agile workflows, including sprint planning, backlog grooming, and daily standups
Maintain a clean and actionable JIRA board, ensuring accurate and up-to-date tracking of tasks, issues, and resource assignments
Translate high-level objectives into detailed technical tasks and milestones
Align internal and external resources to program requirements, balancing technical and personnel constraints
Foster a culture of accountability within the team, holding contributors to timelines, quality standards, and deliverables
Interface with government customers and stakeholders regularly, providing updates and managing expectations
Collaborate with technical leads, engineers, and SMEs across domains to ensure effective integration and delivery
Identify and mitigate technical and operational risks early in the program lifecycle
Work closely with contracts, procurement, and business units to ensure program compliance and performance
Requirements:
Bachelor's degree in Engineering, Computer Science, Information Systems, or a related technical discipline; equivalent experience may be substituted
5+ years of experience in technical program management
Demonstrated success delivering programs in network engineering, systems engineering, or similar technical domains
Comprehensive knowledge of managing teams, PM processes, and PM tools
Deep expertise with Agile methodologies and full project lifecycle management
Proficiency with JIRA and Agile program management tools
Excellent organizational and documentation skills
Strong interpersonal and communication skills—capable of managing both technical teams and high-level customer interactions
US citizenship and an active TS/SCI with Polygraph security clearance required
Desired Experience:
Experience managing contracts, to include tracking/reporting costs and knowledge of basic contracting principles

Pay Range: $49,996.80 - $290,004.00
Pay ranges are a general guideline and not intended as a guaranteed and/or implied final compensation or salary for this job opening. Determination of official compensation or salary relies on several different factors including, but not limited to: level of position, complexity of job responsibilities, geographic location, work experience, education, certifications, Federal Government contract labor categories, and contract wage rates.
