About the Position

To ensure compliance with U.S. export control laws and regulations—including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and sanctions enforced by the Office of Foreign Assets Control (OFAC)—the Department of Homeland Security (DHS) established the Export Controls Group (ECG) within its Science and Technology Directorate in 2015. The ECG serves as the primary unit responsible for developing, maintaining, and implementing DHS's export controls compliance program. It also promotes awareness of export controls compliance obligations within the Department through outreach and training programs for DHS components. The ECG provides technical, scientific, and regulatory expertise to DHS's export control-related interagency and international activities.

Dexis is assembling a team of technical experts, including analysts and managers, to support DHS' ECG federal employee team through an upcoming opportunity. This is a consultant position based in Washington, DC and is contingent upon award.

Responsibilities

Conduct analyses to ensure that DHS meets its statutory requirements in The Committee on Foreign Investment in the United States (CFIUS) review process.

Independently assess and determine whether technologies, technical data, and services fall under the Export Administration Regulations (EAR) or International Traffic in Arms Regulations (ITAR), assigning appropriate Export Control Classification Numbers (ECCNs) or U.S. Munitions List (USML) categories.

Prepare detailed export control CFIUS compliance assessments for review and approval by DHS staff.

Contribute to the drafting and revision of DHS export control directives, instructions, procedures, and guidance to ensure alignment with federal regulations and internal DHS policy.

Advise DHS program managers and stakeholders on export control requirements, regulatory obligations, and risk mitigation strategies across federally funded, sponsored, or conducted activities.

Support the technical interpretations to proposed changes to U.S. export regulations and support to the Program Manager regarding Commodity Jurisdiction reviews.

Qualifications

Bachelor's degree in a relevant field such as engineering, economics, information technology, international affairs, or a related discipline that supports the technical and regulatory analysis required for export control classification.

Minimum of ten (10) years of demonstrated experience in export control compliance, specifically conducting independent classification of technologies, items, and services under the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).

Extensive knowledge and experience in hard sciences with a broad ability to extrapolate their expertise from one science field to another

Ability to understand technical parameters of items/technologies contained in the ITAR's USML and the EAR's ECCNS and provide recommendations to the government as to whether and how they would be export controlled

Experience preparing and maintaining export control documentation, including classification determinations, license applications, technical assistance agreements, and compliance assessments.

Familiarity with DHS or other federal agency program structures, policies, and procedures related to research, development, or acquisition programs subject to export controls.

U.S. citizenship and the ability to obtain and maintain a Secret security clearance (Top Secret/SCI may be required for certain task areas).Preferred Qualifications

Experience supporting the Department of Homeland Security (DHS) or other national security agencies in export control or technology security roles.

Familiarity with DHS Science & Technology (S&T) Directorate mission areas and experience reviewing emerging or foundational technologies with homeland security applications.
