Position Overview
The City of Houston seeks a dynamic and detail-oriented Arts Administrator to manage and support the City’s growing arts portfolio. Reporting to the Director of Cultural Affairs, this position plays a key role in ensuring the smooth operation of City-led arts programs, managing civic arts contracts and partnerships, and coordinating cultural exhibitions and collaborations across departments and with external stakeholders.
DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
Key Responsibilities
Program Administration & Analysis
Collect, analyze, and report data on City arts programs, civic art installations, and grants to inform policy and enhance program effectiveness.
Manage daily operations of the City’s arts programs, ensuring alignment with strategic goals and community impact.
Partnership & Stakeholder Engagement
Serve as the primary liaison to the Houston Arts Alliance for all civic art and grants programming.
Schedule and coordinate all temporary exhibitions and cultural collaborations on City property.
Contract & Financial Oversight
Draft and review Letters of Agreement (LOAs) and proposals related to civic and cultural projects.
Review, process, and track all contracts and invoices through the SAP system in compliance with City procurement and finance procedures.
Project Management
Oversee the installation, maintenance, and de-installation of cultural collaborations and public art activations.
Ensure all cultural projects are executed on time, within budget, and with proper departmental coordination.
Communications & Coordination
Regularly update the Communications Department with relevant information on arts programming, events, and public engagement opportunities.
Facilitate and support City-led arts initiatives, including internal coordination, event planning, and public outreach.
General Duties
Perform other duties as assigned in support of the City’s arts and cultural mission.
MINIMUM REQUIREMENTS
EDUCATION REQUIEREMENTS:
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIEREMENTS:
Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
PREFERENCES
Bachelor’s degree in Arts Administration, Public Administration, Fine Arts, Cultural Policy, or a related field; Master’s degree preferred.
3–5 years of experience in arts management, nonprofit administration, or municipal government preferred.
Strong understanding of public art processes, grants administration, and contract management.
Demonstrated experience working with artists, curators, and civic partners.
Proficiency in SAP or comparable financial systems; familiarity with public sector finance preferred.
Excellent organizational, communication, and project management skills.
Ability to work collaboratively across departments and manage multiple priorities in a fast-paced environment.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
