As a procurement writer in the technical procurement and implementation systems (TPIS) practice area, you will support NYSTEC's clients through selecting and developing available procurement options, such as requests for information (RFIs), requests for quotations (RFQs), and requests for proposals (RFPs). Your responsibilities will include creating a procurement strategy, navigating and supporting New York State's procurement processes, gathering requirements, performing business analysis, developing procurement documentation, and supporting vendor evaluation, selection, and negotiation.

This role will be based in Albany, NY. Key Responsibilities

Provide guidance and advice on procuring products and services for the State of New York.

Elicit the client's needs and requirements for each procurement.

Work to ensure consistent knowledge and understanding of the client's objectives.

Provide subject matter expertise and knowledge to less experienced team members.

Conduct landscape assessments by researching prospective vendors, industry trends, and other states and their solutions.

Develop procurement strategies aligned with the project's scope, funding, timeline, and the available vendor pool.

Draft procurement documents and attachments.

Determine the appropriate vendor qualifications and staffing, deliverables, and technical and financial submission requirements.

Draft contract provisions and terms and conditions.

Provide support and guidance to clients in complying with all related laws and regulations.

Develop tools and processes to analyze and evaluate vendor responses, demonstrations, and interviews.

Maintain progress reports of NYSTEC's efforts.

Assist with the ongoing operationalization of project processes and procedures.

Build and maintain relationships with stakeholders and clients to provide a high level of customer service and a strong client relationship.

About You:

Required Qualifications

Three years of experience in procurement, specifically technology procurements.

Five years of experience working in a professional team environment.

Deep understanding of a standard procurement cycle.

Deep understanding of business processes, technical processes, and their intersection.

Excellent technical writing skills, including an understanding of technology and the ability to translate technical requirements, concepts, and complex business needs into procurement documentation.

Exceptional customer service relationship techniques, including superior verbal communication skills.

Process-oriented and results-driven work strategy.

Excellent analytical thinking and problem-solving skills.

Excellent organizational skills with highly developed attention to detail.

Self-motivated to meet client deadlines.

Ability to work in a team environment, either as a leader or leading through influence.

Proficient in using the Microsoft Office suite or products and with business application software and resource planning systems.

Preferred/Desired Qualifications

Experience leading or managing a team.

Extensive knowledge of and experience with state and/or federal procurement processes, specifically technology procurements.

Experience working with New York State agencies and/or authorized users.

Education and Experience

Five years of relevant experience and a bachelor's degree with a concentration in a business or technical field.

An equivalent combination of education, training, and experience will be considered.

The target base salary for this position is $79,793.00 to $109,716.00 per year. When determining compensation, we analyze and carefully consider several factors, including skill set, experience, location, and job-related qualifications.
