Overview Under general supervision of the Department Manager, the candidate is responsible for the day-to-day administration and coordination of permits and approvals for the assigned company capital projects including new substation, substation upgrade, overhead and underground transmission and distribution, gas, facilities, environmental and Distributed Resource Integration projects.

Responsibilities Core Responsibilities

Assist with or perform the preparation, coordination, maintenance and closeout of a variety of local/county/state/federal permits and approvals for the assigned company capital projects including but not limited to Site Plan approval, various municipal board approvals, State Environmental Quality Review, New Yorks State Department of Environmental Conservation, New Jersey Department of Environmental Protection, building, floodplain development, and local, county, state highway department and road opening permits.

Acts as a liaison with all Company Departments during project implementation. Assure that all necessary permits, fees and licenses are secured prior to field activities.

Ensures contractor adherence to specifications, drawings, safety rules, company and regulatory requirements and any special conditions. Monitors schedules and progress and cost control of work project components. Participates in the development and preparation of budgets, regular and periodic reports, auditing inquiries and other project cost control assignments.

Conducts project permitting meetings attends design meetings, field visits, field walks and pre-award meetings, as well as collaborates and attends planning and advisory board meeting as required. Keeps records and proper project documentation as required by departmental and company policies.

Coordinate permit schedules with various phases of capital and other projects.

Processes invoices consistent with internal policies for the preparation and authorization of vendor payments.

Ensures potential community concerns associated with the project are addressed in conjunction with ESponsor organizations and Regional Community Affairs.

Investigate and review wetlands, floodplains, flora/fauna, noise, EMF, cultural resources and other environmental impact issues in conjunction with Engineering and EH&S to develop plans as necessary for project approvals. Assist Engineering and EH&S in the development of SWPPP and EHASP plans as necessary.

Ensures compliance with operating, housekeeping, and safety procedures which will provide for employee safety and welfare.

Review project specifications, engineering and scientific reports and engineering plans and make/recommend appropriate comments and changes as required.

Reviews site screening and other potential municipal requirements; engages municipal leaders and building departments for comments in conjunction with Engineering and Regional Community Affairs and ensures timely approvals.

Understands construction and operation of gas and electric delivery systems.

Uses tools such as Primavera P6, Unifier, Oracle EBS, Oracle BI, PI360, as well as other Financial and Project Management tools used to manage construction projects.

Provides status reports on budget and schedule as needed and elevates concerns to proper level of authority.

Participates in the Company's emergency management processes and storm plans as required.

Performs other related duties and assignments as required.

Qualifications Required Education/Experience

Bachelor's Degree Planning or Environmental Science, Electrical Engineering, Civil Engineering, Mechanical Engineering, Project Management preferred and 5 years of relevant work experience or

Master's Degree Planning or Environmental Science is preferred.Electrical Engineering, Civil Engineering, Mechanical Engineering, or Project Management is preferred. and 8 years of relevant work experience Relevant Work Experience

8-10 years 8+ years related engineering and/or construction experience, including experience with utility project or construction management. Required

Must have strong presentation, public speaking, and technical writing skills. Required

Must be well organized, detail oriented and flexible to handle multiple assignments and deadlines. Required

Must have strong interpersonal skills and the ability to effectively interact with customers, support staff, and various levels of management. Required

Must have strong analytical, technical, and leadership skills. Must have demonstrated leadership ability and proven track record of achieving sustainable results in managing projects, systems implementation and process documentation. Required

Computer literacy and proficiency with Microsoft Office suite is required Required

Must be creative and have the ability to work in a team atmosphere. Required

Must be willing and available to respond to system and Company emergencies. Required

Must have the means, and be able to travel to various Company locations as required. Required

Familiarity with utility system design and construction. Required

Ability to read and interpret municipal codes and regulations Required

The demonstrated ability to train and supervise other employees. Preferred Licenses and Certifications

Driver's License Required

Project Management Professional (PMP) PMP certification or ability to obtain. 1 Year Preferred Physical Demands
