The New York State Unified Court System (UCS) is seeking a dynamic and experienced professional to serve as Head of Recruitment within the OCA Division of Human Resources. This position will lead a newly established Recruitment Unit, which is tasked with the strategic development, implementation, and continuous improvement of recruitment initiatives across the court system.
The Manager will play a key leadership role in building a forward-thinking recruitment function that supports the UCS’s mission and commitment to diversity, equity, and inclusion. The role includes managing hiring for both civil service and non-civil service positions and ensuring that recruitment practices are modern, inclusive, and aligned with organizational goals.
Key Responsibilities:
Develop and lead a comprehensive recruitment strategy that supports long-term talent needs across all courts and administrative units within the UCS.
Oversee implementation of new recruitment technologies, including applicant tracking systems and analytics tools, to enhance operational efficiency and candidate experience.
Align recruitment priorities with broader UCS goals, including workforce diversity, accessibility, and equity.
Direct the consolidation of job postings by title and geographic region to streamline job seeker navigation and improve application flow.
Coordinate recruitment efforts for specialized roles such as interpreters, court officers, law librarians, and court reporters.
Supervise the rollout and management of applicant surveys to assess outreach effectiveness.
Ensure data-driven recruitment practices, including monitoring campaign performance metrics.
Oversee development of educational and outreach programs aimed at building awareness of UCS careers.
Establish partnerships with academic institutions, law schools, community organizations, and professional associations.
Represent UCS at statewide recruitment events and serve as the primary ambassador for court careers.
Lead relationships with media-buying vendors and direct the planning, execution, and optimization of advertising campaigns using tools such as geo-fencing, search engine marketing, and social media outreach.
Approve recruitment messaging and collateral, ensuring consistency with UCS branding and values.
Evaluate vendor performance and make real-time adjustments to campaigns based on weekly reports and analytics.
Develop and manage the recruitment unit’s annual budget, including vendor contracts, outreach campaigns, and technology initiatives.
Prepare funding proposals for new recruitment programs or expansions and provide detailed reporting on return on investment.
Embed equitable hiring practices throughout all recruitment processes and ensure accessibility of job postings and promotional materials.
Qualifications:
One year in the Senior Management Analyst title; or Master's degree in Public or Business Administration from an accredited college or university and four (4) years of relevant experience; or An equivalent combination of education and experience.
