Minimum Qualifications

MINIMUM QUALIFICATIONS:

Two years of experience in fire prevention or fire suppression as a firefighter; OR

Military service in any capacity plus eighteen months of experience in fire prevention or fire suppression as a firefighter.

Job Specification

Function of Work:

To protect life and property by response to emergency calls for assistance involving aircraft accidents and/or incidents, structural fires, fires aboard small marine vessels, other accidents or incidents requiring implementation of disentanglement measures, location of activated aircraft emergency locator devices, foreign object debris removal, administration of first responder-level first aid, and application of hazardous materials technician-level skills under a wide variety of possible scenarios.

Level of Work:

Experienced.

Supervision Received:

General from Fireman Supervisor.

Supervision Exercised:

Functional in the absence of the Fireman Supervisor, or as per previously determined Incident Command Protocol.

Location of Work:

Orleans Levee District, New Orleans Lakefront Airport, Orleans Parish.

Job Distinctions:

Differs from the Fireman Supervisor by lack of direct supervisory responsibilities and by emphasis on completion of physical activities required for the safe and successful termination of emergency incidents or conclusion of operational assignments.

Job Duties and Other Information

Operates firefighting vehicles and apparatus. Places portable firefighting equipment into operation at emergency scenes, including (but not limited to) aircraft accidents or incidents, structural fires, and fires aboard small moored marine vessels.

Provides emergency first aid and basic life support as necessary, up to the level of Emergency Medical First Responder, within a limited geographical area.

In accordance with the existing Mutual Aid Plan, provides assistance to other agencies as required.

Responds to vehicular, aircraft and other entanglement emergencies within a limited geographical area. Uses available equipment to provide extrication services.

Performs fire prevention activities, including but not limited to identification of code violation, extinguisher inspection coordination with third party contractual firm, and conducting fire drills for Orleans Levee District personnel and airport tenants. Assists in facilitating public fire education classes.

Along with the Fireman Supervisor, responds to and assesses hazardous materials releases within a limited geographical area. Initiates appropriate containment and/or mitigation activities up to the level of Hazardous Material Response Technician.

Participates in the daily maintenance of the fire station. Inspects and maintains fire apparatus and portable firefighting equipment, as well as personal protective equipment.

Participates in a rotation to perform dispatch duties for the agency fire department. Monitors multiple radio frequencies, with the ability to communicate with each. Monitors multiple alarm enunciator panels and alarm telephones, with the ability to understand the communications received via each and subsequent ability to initiate proper emergency response as required. Monitors Air Traffic Control Tower Emergency Alert Phone Link and initiates proper emergency response as required. Monitors multiple non-emergency business telephone lines and forwards calls and information as may be required in the course of normal daily operation.

Performs airport operational functions, including mandatory airfield inspections, foreign object debris removal, and location of activated emergency locator devices. Maintains and safely uses approved firearms devices and ammunition relative to the airports Wildlife Management and Depredation Policy.

In accordance with previously determined Airport Emergency Plan, Federal Aviation Administration Regulations, and/or Incident Command Protocol, assumes overall command of respective incidents in the absence of a Fireman Supervisor or higher level airport manager or administrator. Assumes responsibility for initial implementation of corrective action relative to situations immediately impacting the efficient and normal operation of the airport as described within Code of Federal Regulations 14, Part 139 - Federal Aviation Regulations (et.al.).
