Physician Assistant/ARNP Lead-On Call

WA State Penitentiary, Walla Walla, WA

Annual Salary Range: $125,460 - $205,632

The Department of Corrections is seeking a highly motivated and qualified individual for the position of Physician Assistant Lead or Advanced Registered Nurse Practitioner for the WA State Penitentiary, located in Walla Walla, WA.

Under the supervision of the Facility Medical Director, this position contributes to the agency's mission to improve public safety by delivering quality health care to the Incarcerated Individuals population in a timely and professional manner, promote a healthy lifestyle, and provide patient health care education. This includes assessing, diagnosing, and treating the multitude of medical issues encountered. This position monitors, manages, coordinates, and delivers health care; and counsels, consults, teaches, advises, and provides health care information to the patient that improves the quality and continuity of health services. Supervises and monitors all levels of health care services delivered to the Incarcerated Individuals population and assists Health Care Managers and the Facility Medical Director in monitoring expenditures, planning, and organizing health care services, facilities, and other programs.

Duties

Under the supervision of a qualified physician, provide primary routine, urgent, and emergent medical care, including diagnostic, therapeutic, preventative and health maintenance services.

Diagnose health related problems and determine the outcome of acute and chronic illness.

Ensure continuity of care. Deliver health care, defining time frames and pathways for delivery of services, and determining priorities and sequences of care to be provided.

Analyze and evaluate the structure, process and timeframes for service delivery; the expected effects of treatment or intervention; the outcomes to be achieved; revision of the plan of care to prevent complications; and intervene to address new or emerging problems or to improve care and service delivery.

Implement the plan of care by providing direct patient care; directing others about urgency, timeframes, and methods to deliver health care on and off-site; determining when need for care or services become more urgent, need clarification, or another type of level of intervention; and take action as necessary to provide orders and accomplish prescribed interventions in a timely and clinically responsive manner.

Complete screening/intake assessments and perform physical examination.

Initiate PULHES coding and other health classification requirements

Perform minor surgical procedures and suture of simple lacerations

Order and interpret appropriate diagnostic laboratory tests and provide preliminary readings of X-rays.

Prescribe medications including controlled substances as indicated.

Provide medical and technical assistance to other health care personnel as required.

Refer complicated and complex cases to staff physicians and outside medical consultants and facilities when necessary.

When assigned, provide primary care services at the SMU, MSU, IPU and Living Units.

Admit and care for infirmary patients when needed.

Participate in rotational Health Care Provider in response to after-hour emergencies including weekends, holidays and during daily, weekend, and holiday rounds in the infirmary when physicians are not available.

Practice in accordance with DOC Policy and WA DOC Health Plan.

Participate in formal clinical oversight according to facility and DOC Health

Services Clinical Oversight Structure.

Provide effective communication and documentation. Delegate and assign patient responsibility through appropriate communication to the nurses and assistant nursing personnel.

Evaluate and consider the needs, condition, and stability of the patient, potential harm, complexity of task, and predictability of outcome to determine appropriate assignment.

Teach, instruct, monitor, supervise, and evaluate the Implementation of patient care tasks.

Collaborate with management to facilitate implementation for processes that affect nursing staff, custody, support staff, and other departments that impact patient care.

Provide medical health and safety advice with regards to Incarcerated Individuals to custody staff when necessary.

Provide medical input to respond to routine and emergency grievances.

Respond to Incarcerated Individuals kites.

Actively participate In Continuous Quality Improvement Process (CQIP) program and Care Review Committee (CRC) teleconferences.

Legibly document subjective and objective clinical findings, as well as the actions taken to deliver all aspects of health care in the health record, computerized database and on other DOC approved forms. All documentation will be in accordance with the Health Care Guidelines.

Maintain accurate, legible, and complete records of patient care including chart documentation using appropriate format of all patient requests for medical attention, objective data collected, treatment administered, and patient education provided. Assist in writing, evaluating and revising nursing care plans and Interdisciplinary treatment plans, and completing other entries to support the problem-oriented health care record.

Communicate and assist in the coordination of pertinent information to health care providers for patients scheduled for community-based care.

Protect the confidentiality of health records as mandated by law, professional standards, DOC-Policy Directives, Facility Operational Memorandums, and Health Care Unit procedures. Treat any and all health records or health information as confidential and privileged.

Complete unusual Incident reports as directed, collect data, investigate, and complete reports. necessary to the ongoing operation of Health Services and the Institution.

Respond to verbal and written requests from Incarcerated Individuals and Institution staff, as directed, with information or advice consistent with values and procedures on health care record confidentiality.

Effectively communicate verbally, in writing, and via computer or other electronic media with Incarcerated Individuals, their families, other health care personnel, custody and other Institutional personnel.

Read and respond to e-mall daily.

Miscellaneous / Administrative Requirements

Consult with custody and other staff concerning health and safety of Incarcerated Individuals.

Participates in Health Services Quality Improvement activities.

Participates in regular drills, subject to emergency assignments in the event of an Incarcerated Individuals disturbance, civil disturbance or natural disaster. Assist with the Trauma/Emergency Medical Team.

Attend in-service education programs, mandatory training and staff meetings.

Other duties as assigned.

Qualifications

Required qualifications:

Certification as a Physician Assistant by the National Commission on Certification of Physician’s Assistants.

OR

Must possess a valid Washington State license to practice as a Registered Nurse AND possession of a current license designated as an Advanced Registered Nurse Practitioner in the state of Washington AND current certification as a Psychiatric Mental Health Nurse Practitioner (PMHNP).

AND

Must hold unrestricted license to practice as a midlevel practitioner and prescribe scheduled drugs.

Licensure (PA-C, RN, ARNP) must be valid and continuously unrestricted.

Preferred/Desired Qualifications:

Experience working as mid-level health care provider at a correctional facility.

Certified Correctional Health Professionals by Academy of Correctional Health Professionals.

Education: Master’s degree in nursing and advanced Registered Nurse Practitioner certification OR graduate.
