Objectives

Oversees, directs, schedules and reviews subdivision plans and construction inspection activities for new development in the unincorporated areas of the county. Incumbent reports to the Chief Deputy Engineer.

Job Standards

Completion of four years of post secondary education resulting in a Bachelor of Science Degree in engineering plus certification of registration as a Professional Engineer in the State of Ohio combined with a minimum of eight (8) years related work experience in the practices and procedures of construction inspection and management and the design of public roads and drainage structures.

Certification of registration as a Professional Surveyor or Surveyor Intern in the State of Ohio is also desirable but not required.

Must be available to work outside normal working hours and upon short notice. Must possess a valid Ohio Motor Vehicle License and have an acceptable driving record.

Essential Functions

Develops and recommends operating and inspection objectives for sub -division development / construction processes, supervises the implementation of appropriate programs and procedures for meeting these objectives and enforces relevant performance, material and safety standards;

Responds to inquiries from engineers, contractors, developers, lawyers and the general public regarding questions about subdivisions and new development and provides guidance;

Identifies, recommends and implements changes and improvements in workflow processes and major programs to enhance the quality, efficiency and safety of services delivered;

Estimates project quantities and costs, establishes fee rates for services, calculates inspection fees, bond amounts for sub - divisions, and roadway assessments, monitors budget appropriations and expenditures and prepares supporting documentation of costs for invoicing;

Provides management of resources by prioritizing work, planning and estimating project completions, monitoring overall performance and timelines;

Plans, schedules, organizes, and coordinates review of subdivision construction drawings, annexation plats, site plans for the building department

Reviews design drawings, engineering studies, traffic studies, surveys, plats, various types of maps, and other technical materials required to oversee projects and perform work assignments relative to private development;

Updates the County Engineering and Surveying Standards Manual and Supplemental Specifications on a regular basis;

Reviews and inspects work in process and upon completion to ensure compliance with State, County and Agency directions, work methods and procedures, safety practices, applicable laws and regulations and quality, quantity and timeliness standards;

Establishes goals and objectives with subordinates, devises, implements, enforces and revises measurements of employee performance, documents performance and expectations with reports to personnel files. Reviews the work of subordinates annually to ensure quality and compliance with work standards, legal requirements, and Agency policies, procedures and performance expectations.
