Halifax Regional Municipality (HRM) is inviting applications for one permanent, full-time position of Bridge Design Engineer in Design & Construction Services, Public Works.

This position reports to the Design Engineering Supervisor and is responsible for the design, project management, and tendering of complex structural engineering projects. The projects can be new construction or the rehabilitation of infrastructure, and include bridges, retaining walls, overhead sign structures, other transportation infrastructure, and integrated projects with utilities including Halifax Water, Eastward Energy, Nova Scotia Power, etc. The work includes researching project background, establishing design parameters and alternatives, preparing complex engineering designs and specifications, project management activities, coordinating and managing external consultants, estimating project costs and tendering of projects, and support during construction on an as-needed basis.

The Bridge Design Engineer also participates in the coordination and development of the capital program as it relates to bridges, overhead sign structures, retaining walls and other structures.

DUTIES AND RESPONSIBILITIES:

Advanced studies, designs, plans, specifications, and cost estimates for assigned Capital Projects and complex municipal infrastructure projects, including project management activities and deliverables

Prepares list of quantities and specifications for tender documents, provides a pre-tender estimate of cost, and coordinates tender calls with Procurement, including advertisement, confirming with Finance that funds are available, delivery of tender documents, attending tender closing, and reviewing bids for compliance

Authors reports to Council including project background, bids received, applicable Local Improvement Charges, and recommendations for tender award

Prepares and evaluates requests for proposals for consultant engineering services for rehabilitation of existing or construction of new municipal infrastructure

Prepares reports to senior staff, Director or Council for award of consultant services; after award, monitors progress of consultant, reviews reports and designs, and administers contract

Assists in preparing technical reports for senior staff, Directors, and Regional Council; responds to inquiries from the general public, Councilors, government agencies, consultants, contractors, and other HRM departments regarding Projects or program policies and processes.

Assists with development of the Capital Budget Program by identifying work/projects and providing recommendations on project prioritization within funding envelopes, and coordination with other departments.

Manages the bridge, retaining wall and overhead sign inspection programs, as well as the maintenance and asset management programs for retaining bridges, overhead sign structures and retaining walls

Inspects bridges, retaining walls, overhead sign structures, other transportation infrastructure

Leads designs, development and implementation of programs for preventative maintenance and repair/rehabilitation of bridges and overhead sign structures

Provides structural engineering support, assistance and advice to Business Unit staff.

Attends pre-construction and on-site meetings with Construction Inspectors, Consultants, Contractors, and Utility representatives, and responds to Construction Services to address any design issues or interpretation of contract drawings and specifications

Assists with analysis of advanced engineering problems and current condition of structures and provides possible rehabilitation strategy considerations in accordance with established best management, industry standards and life-cycle cost analysis

Other related duties as assignedQUALIFICATIONS:

Education and Experience:

Degree in Civil Engineering from a recognized University

Minimum 5 years’ experience in Transportation related Structural Engineering after graduation and a registered Professional Engineer with the Association of Professional Engineers of Nova Scotia (or eligible for registration, i.e. registration with another province etc.)

Valid NS Driver’s License and willingness to use personal vehicle in accordance with the Local Travel Allowance PolicyTechnical / Job Specific Knowledge and Abilities:

Strong design skills in transportation related structural engineering and bridge design

Strong knowledge of:

The HRM Municipal Services Systems design guidelines and/or other design guidelines necessary to carry out accurate civil engineering designs

The Canadian Highway Bridge Design Code, National Building Code and other Industry standards related to structural engineering from a transportation perspective

Structural construction methods, materials and specifications

Knowledge of:

Bridge, retaining wall and other transportation related asset management

Provincial/Federal regulations and guidelines affecting municipal designs

Proficient in:

Retaining wall design

Estimating quantities of materials, unit costs, and total costs of municipal projects

Administration of contracts with consultants, and project management principles

Working knowledge of:

MS Office and MS Project

GIS

Experience with:

Condition and construction inspection of structures

Estimating quantities of materials, unit costs, and total costs of municipal projects

Efficiency and co-ordination in carrying out assigned duties independently, with limited supervision

General understanding of HRM’s transportation network, organizational structure and the specific working relationship between HRM Business Units

Able to work within and contribute to a team environment

WORK STATUS: Permanent, full time

HOURS OF WORK: 35 hours per week. Monday – Friday, 8:30 am – 4:30 pm. Flex options to work outside of these hours and hybrid may be available.

SALARY: Non-Union, ENG-2 $89,960 - $116,420 annually. Salary will be commensurate with education and years of applicable experience.

WORK LOCATION: Eric Spicer Building, 21 Mount Hope Avenue, Dartmouth. Work location can be changed according to operational requirements.
