About the Role

The HR Service Partner (HRSP) position is responsible for aligning City objectives with employees and management in designated service units. The position formulates partnerships across the HR function to deliver value-added service to management and employees. This position serves as a coach and mentor for leadership in assigned service units as well as a resource for employees and other positions within the HR department. The HRSP acts as a strategic service partner to assigned service units, proactively understanding their operational goals and challenges and aligning HR strategies and solutions to support the achievement of those objectives. This role reports to the Deputy Director of Human Resources.

Key Responsibilities Include:

Ensure compliance with internal transfer and promotional processes as outlined in collective bargaining agreements.

Serve as the first point of contact for managers on compensation and classification questions.

Provide first-level guidance on benefits programs, including eligibility, enrollment processes, and documentation.

Lead grievance processes for assigned areas, including investigation, documentation, and timely responses ensuring strict adherence to collective bargaining agreements and established past practices.

Develop and implement talent management strategies for assigned service areas.

Support succession planning through identification of critical positions and development of talent pipelines.

Assist the Compensation team with initiating and coordinating job audits and salary reviews based on business needs and market considerations.

Serve as a primary advisor to managers on interpretation and application of collective bargaining agreements.About You:

Bachelor’s Degree in Business or Public Administration, Human Resources, Labor Relations or a related field.

Previous experience as a Generalist or Service Partner, preferably within a public sector or municipal government environment.

Experience in labor relations within a public sector or municipal government setting, including participating in negotiations and grievances

Professional Human Resources Certification is preferred(PHR, SPHR, SHRM-CP, SHRM-SCP).

Lead difficult conversations with diplomacy, tact, and appropriate assertiveness.

Experience demonstrating high emotional intelligence in managing relationships and organizational dynamics and applying critical thinking and sound judgment to complex HR situations.

Knowledge of Federal, state, and local employment laws and regulations (FMLA, FLSA, ADA, EEO, etc.)

Knowledgeable in the principles and practices of labor relations and collective bargaining.Why work for us?

This position offers a hybrid work arrangement with a minimum on-site requirement of two days each week. Please note that business needs or specific duties may occasionally require additional time working from the office.

The compensation range for this role is $86,000 - $100,000. The offer will be commensurate with experience.
