We are seeking an experienced Delphix Administrator with a strong background in healthcare and Medicaid data systems. This role is responsible for overseeing test data management across non-production environments using the Delphix Data Platform. The administrator will lead efforts in test data refresh, masking sensitive Medicaid data (e.g., PHI/PII), and driving process improvements to enhance data privacy, compliance, and system testing efficiency.
This position is critical to supporting Medicaid application development, testing, and integration efforts, while ensuring full compliance with CMS guidelines, HIPAA, and other data privacy regulations.
Key Responsibilities:
Administer and support the Delphix Virtualization and Masking Platform for Medicaid systems, ensuring efficient and secure data provisioning for non-production use
Perform regular test data refreshes to maintain up-to-date, consistent data environments that support Medicaid system development, testing, and quality assurance efforts
Design, implement, and monitor data masking policies to protect Medicaid beneficiaries' personally identifiable information (PII) and protected health information (PHI)
Collaborate with Medicaid application teams (e.g., Facets, Jiva, DWH) to ensure test environments meet system and regulatory requirements
Identify, recommend, and implement process improvements to streamline test data provisioning, reduce turnaround time, and improve data security and traceability
Support audit and compliance activities by maintaining detailed documentation and evidence of data masking and access controls in line with CMS and HIPAA requirements
Work closely with state agencies, MCOs, QA teams, and vendors to support project-specific data needs while maintaining system integrity and privacy
Develop scripts and automation tools to support efficient test data refresh and masking operations
Serve as a subject matter expert (SME) for test data management within the Medicaid IT ecosystem
Education/Experience:
At least three (3)+ years of experience managing test data in healthcare or Medicaid-related systems
At least two (2)+ years of hands-on experience with Delphix Data Virtualization and Masking
Knowledge of HIPAA, CMS privacy/security guidelines, and Medicaid data structures
Experience with relational databases (Oracle, SQL Server, PostgreSQL) in a healthcare environment
Strong scripting skills (e.g., Shell, Python) for automation and orchestration of test data tasks Deep understanding of healthcare data privacy and Medicaid regulatory compliance
Strong analytical and problem-solving skills and effective communication skills to coordinate with IT, QA, and business teams
Commitment to continuous improvement and automation
Bachelor’s degree in information technology, Computer Science, or a related field
Preferred:
Experience working with MMIS, data warehouses, or encounter data platforms.
Familiarity with MCO operational data and Medicaid enterprise data management.
Understanding of CI/CD practices and integration of test data workflows into DevOps pipelines.
Exposure to cloud-based Medicaid systems (e.g., modular Medicaid platforms).
