The Town of Oro Valley Stormwater Utility is seeking a motivated, hard-working, and results-driven professional with strong leadership skills to join our team as a Senior Engineering Associate. This role offers the opportunity to play a key part in guiding the Stormwater Utility group while collaborating closely with experienced staff and reporting directly to the Stormwater Utility Division Manager.

Under general supervision, performs a variety of professional grade engineering tasks related to evaluation, planning, design, agency coordination and construction management of water/stormwater infrastructure projects.

ESSENTIAL FUNCTIONS

Reviews and verifies plans and specifications for compliance with New Development standards and codes.

Administers construction projects by providing shop drawing reviews, answering requests for information, tracking progress, approving payments and providing regular updates and reports on construction progress to management.

Applies systems analysis techniques & computerized hydraulic modeling applications to water/stormwater system planning, including hydraulic modeling maintenance and updating.

Assists the Engineering Division Manager as required.

Assists with the preparation and evaluation of Request for Proposals and Request for Qualifications and the selection of engineering consultants and contractors.

Assists in the development and review of water/stormwater utility standards and details.

Communicates effectively with professional, technical and management personnel.

Coordinates projects and timing, as required, with all Town departments.

Coordinates with the Legal Department on various development agreements and related legal issues.

Evaluates construction bids and cost proposals, provides contract award recommendations to management.

Prepares clear, concise and accurate technical specifications, engineering reports, contract documents, correspondence, construction cost estimates and related materials.

Reviews and approves engineering designs.

Updates Utility dashboards and data maintenance.

Updates Utility assets using the Town's Utility Asset Management Program.

Assists with the development and maintenance of project databases and electronic filing systems used by the Utility.

Collects field data using Global Positioning System (GPS) instrumentation. STORMWATER SPECIFIC DUTIES:

Conducts technical analysis and reviews of activities affecting FEMA regulatory floodplains within the Town, including LOMRs, LOMAs, levee certifications, and any relevant environmental or geotechnical reports prepared in support of the proposed actions.

Conducts technical analysis and evaluation of drainage reports for all development and improvement plans to guarantee that adequate stormwater infrastructure is included and integrated into the existing stormwater utility system.

Offers directions to Town personnel regarding the regulatory requirements set forth by the EPA, ADEQ, ADWR, and FEMA, along with the effects on existing Town regulations.

Provides guidance and support to residents regarding stormwater quality regulations and quantity concerns.

Collaborates with the Pima County Regional Flood Control District (PCRFCD), ADWR, and FEMA to maintain compliance and consistency with the Town's adopted Floodplain and Erosion Hazard Ordinance, as well as to address floodplain mapping issues.

Offers technical analysis and inspection assistance for Stormwater Pollution Prevention Plans and Notice of Termination requests related to construction projects, ensuring compliance with the ADEQ Stormwater Construction General Permit. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Ability to establish and maintain effective professional working relationships.

Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.

Ability to read legal descriptions, plats, improvement plans and survey data.

Knowledge of and skill in automated drafting techniques and capabilities (AutoCAD).

Knowledge of and skill in database management techniques and capabilities.

Knowledge of and skill in interpreting applicable Town, State and Federal statutes, ordinances, codes, rules and regulations governing municipal water/stormwater works.?

Knowledge of the principles and practices of civil engineering and the methods and techniques used in the planning, design and construction of water/stormwater systems.

Knowledge of, or ability to learn, Town and Department policies and procedures.

Knowledge, experience and skill in water/stormwater system design and operation.

Skill in administering construction projects, contract administration and negotiation.

Skill in computer operation, data entry, and use of modern office equipment.

Skill in verbal and written communication and making presentations.

Skill in the use of Microsoft Office suite (Word, Excel, Power BI, etc.).

Skill in understanding and improving the design and construction of water/stormwater infrastructures.

Ability to communicate effectively both verbally and in written communication.

Ability to follow verbal and written instructions.

Ability to perform field inspections of water/stormwater infrastructure as needed to assist field inspection staff to ensure contractor conformance to Water/Stormwater Utility construction standards. MINIMUM QUALIFICATIONS

A bachelor's degree from an accredited college or university in Civil Engineering, Engineering, or a closely related field.

Five (5) years' experience in the design and construction of water/stormwater infrastructures.

Must possess a valid Class D Arizona driver license upon the first day of employment.

An equivalent combination of education and experience may be considered.

Must be a Certified Floodplain Manager within (12) months of employment. (Specific to Stormwater) PREFERED CERTIFICATIONS AND LICENSES:

Fundamentals of Engineering Certification. ENVIRONMENTAL FACTORS AND WORKING CONDITIONS

Work is performed in an indoor and outdoor environment.

Regular and reliable attendance; may work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
