Snohomish County Elections, a division of the Auditor's Office, is seeking an experienced and collaborative professional to be part of a dedicated team of Elections and Voter Registration professionals for the Voter Services & Signature Verification Specialist. BASIC FUNCTION
Develops, implements, administers, and coordinates the voter services program and signature verification operations. Serves as the subject matter expert on the statewide voter registration database and its application and use in county election operations. Serves as a process lead during elections and recruits, hires, trains, and supervises seasonal elections workers.
Job Duties
STATEMENT OF ESSENTIAL JOB DUTIES
Develops, implements, administers, and coordinates the voter services program and signature verification operations,
Develops, implements, and trains on procedures and materials relating to statewide voter registration database management, signature verification standards, and customer service standards.
Ensure accuracy and compliance with established procedures, federal and state laws, and standards and guidance set by the Secretary of State regarding voter registration and voter services activities. Collaborates with, reviews work, and trains Voter Registration Examiners (I/II) as necessary.
Serves as the signature verification lead during elections including overseeing seasonal employees in signature verification standards; preparing seasonal staff work schedules; performing audit(s) of randomly selected ballot envelopes; and reconciling challenged/rejected ballot envelopes with resolved ballot envelopes.
Coordinates Voter Services activities and deadlines with other elections specialists, the elections and voter registration supervisor, and the elections and voter registration manager.
Recruits, hires, trains, and supervises seasonal elections assistants, seasonal voter registration assistants, and seasonal process coordinators on voter registration, signature verification, and customer service policies and procedures; prioritizes and assigns their daily work.
Communicates with vendors regarding technical and/or operational issues.
Utilizes election specific applications and spreadsheets to collect data, prepare reports, and maintain records as required.
Investigates, analyzes, and resolves technical issues and customer inquiries, including complex research problems beyond the scope of Voter Registration Examiners (I/II), while addressing and resolving customer questions, problems, and complaints in a timely and effective manner.
Initiates all voter registration and voter services related automated correspondence including notifications made via telephone, text notifications, and managing email correspondence.
May serve as liaison with other departments or government agencies; may be required to represent the department/office in related presentations/meetings outside the office
Performs all duties of an Election and Voter Registration Examiner II.
Performs other duties as assigned.
Minimum Qualifications
A bachelor's degree in operations management, public administration, political science or related field. Three (3) years of increasingly responsible experience in administering programs/operations. Two (2) years of supervisory experience; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities.
PREFERRED QUALIFICATIONS
Previous elections experience is preferred.

SPECIAL REQUIREMENTS
A valid Washington State Driver's License is required.
Must acquire and maintain election administrator certification through Washington State Office of the Secretary of State within three (3) years of hire.
Elections and Voter Registration Division employees have limited vacation opportunities during election seasons and are required to work extended hours or alternate hours during an election cycle. PHYSICAL REQUIREMENTS
Ability to lift objects up to 30 pounds is required. Extended periods of standing, reaching, lifting objects for up to periods of 8 hours may be required.

SUPERVISION
The employee receives supervision from the Election and Voter Registration Supervisor. The employee is responsible for the quantity, quality and accuracy of the work produced by seasonal staff. The employee plans and carries out functions in accordance with written and/or verbal instructions, policies, procedures, and accepted practices.
WORKING CONDITIONS
Work is performed in an office environment; however, work assignments may be off-site including warehouse-type environments. The employee is required to work overtime hours and/or weekends and/or split shifts as necessary to meet the workload of the division during elections. Occasional travel is required.
