This position is responsible for the Law Enforcement Certification and/or Accreditation process for the Police Department. The Accreditation Manager will serve as the department liaison with the Georgia Association of Chiefs of Police (GACP) or the Commission on Accreditation for Law Enforcement Agencies (CALEA). Duties include assisting staff in resolving quality assurance and non-compliance issues and findings; monitoring measures designed to meet standards; completing, updating, and submitting required reports, documents and forms pursuant to policy/procedure; maintaining standards files for primary and secondary proofs of compliance; drafting, updating, and maintaining department policies; preparing the department for accreditation/certification recognitions, and other duties as assigned. THIS POSITION CAN BE A SWORN OR CIVILIAN POSITION.

MAJOR DUTIES:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs a variety of complex administrative and professional assistance work in planning, coordinating, and managing the implementation, maintenance and adherence to the police department's certification or accreditation.

Oversees the certification or accreditation process, including assessments.

Evaluates and reports the efficiency and effectiveness of the accreditation or certification program.

Plans and monitors mock and on-site assessments and maintains appropriate records relating to accreditation activities.

Maintains all files for compliance with the certification or accreditation process.

Ensures proper training for police department employees on all new and revised policies.

Conducts employee orientation training regarding the accreditation process.

Writes and/or reviews all new and revised policies to ensure compliance with standards.

Coordinates with City legal staff when required for proofing of policies for adherence with all applicable laws.

Acts as a liaison between police administration, other department employees and outside agencies in all accreditation efforts.

Maintains a standard format for policies to be reviewed and revised on a scheduled basis.

Regularly reports to the Chief of Police or designee and key staff on certification or accreditation compliance.

Maintains data entry of policy compliance in the established automated system.

Directs on-site inspections of compliance.

Prepares and submits annual agency reports as required.

Assists with special projects and assignments by conducting research and planning and assists with presentations as needed.

Represents the police department at local, regional, and national conferences and meetings related to the accreditation or certification process as determined by the Chief of Police or designee.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Performs other duties and responsibilities as directed. Knowledge, Skills and Abilities required by the position:

Knowledge and understanding of GACP - Certification Standards and the CALEA accreditation processes required.

Knowledge of modern law enforcement principles, procedures, techniques, and equipment preferred.

Knowledge of database principles and practices, as well as computer and software applications as it relates to reporting and analysis of data.

Knowledge of effective communication practices.

Knowledge of government structure and leadership.

Knowledge of research techniques, statistical gathering, and analysis.

Skilled in the effective operation of modern office and computer equipment and various software packages, including but not limited to Word, Excel, PowerPoint, and Access.

Skilled in effective communication techniques, both orally and in writing.

Skilled in effective time management and resources utilization.

Skilled in establishing a rapport and eliciting cooperation from co-workers and the public.

Ability to analyze situations objectively and determine proper courses of action to be taken.

Ability to gather, organize, evaluate, and analyze data.

Ability to manage multiple projects at one time, skilled in effective time management and resource utilization, and able to adapt quickly to changing situations that may adversely affect previous plans, schedules, and routines.

Ability to work independently in the absence of specific instructions or supervision by following verbal and /or written instructions effectively.

Ability to act as a lobbyist in accreditation matters before various GACP or CALEA committees.

Experience in preparing and submitting written reports or other documents to regulatory or compliance agencies preferred.

Requirements

Bachelor's degree in Political Science, Criminology, Criminal Justice, or related field desired; Master's degree preferred; four (4) to six (6) years of progressively responsible professional level experience involving research methods, organization, preparation, and coordination of a wide range of projects, reports, and files; Previous experience as an accreditation manager required; Any equivalent combination of education, training, and experience which provides the knowledge, skills and abilities for the job may be considered in lieu of educational requirement; valid Georgia Driver's License; successfully pass pre-employment, medical and drug screen; satisfactory motor vehicle record (MVR); and acceptable background investigation.
