JOB TITLE: Business Management Analyst (Journeyman)

LOCATION: Tinker Air Force Base, Oklahoma City, OK
REPORTS TO: SABG Program Manager
FLSA STATUS: Regular Full-Time Exempt
SUMMARY: SABG is seeking experienced Business Management Analysts to support the Air Force Sustainment Center (AFSC) Organic Industrial Base (OIB) Planning Advisory and Assistance Services contract. This position will analyze and assess OIB infrastructure, equipment, digital transformation, and human capital trends, identify improvement lines of effort, and serve as primary Project Manager for the OIB Decision Support System (DSS).

Analyze OIB infrastructure, equipment, digital transformation, and human capital trends
Identify improvement opportunities through gap analysis and collaborate with stakeholders to analyze investment risks, shortfalls, and investment recommendations
Serve as primary Project Manager for the OIB Decision Support System design and implementation; serve as primary contributor for GAO corrective action plans; develop mitigation strategies for potential and realized risks
Extract, align, and generate reports from Air Force systems (DIFM, FEMS, CCaR) and Create Functional Requirement Documents for facilities, infrastructure, equipment, and digital depot
Demonstrate knowledge of Capital Investment Program and technology capability areas, work with stakeholders to insert identified risks and opportunities into the OIB DSS, and analyze financial documents for working capital funds and appropriations
Demonstrate OIB DSS capabilities to implement planning scenarios and provide executive-level review of strategic OIB reports and papers
Generate reports including financial, regulatory, compliance, technology, manufacturing, and product quality data
Maintain forms, files, and program reference libraries, typing, filing, copying, and paper shredding
Control documentation and correspondence; review completed work for accuracy of data, procedure compliance, and error-free documentation
Prepare internal and external briefing charts; agendas, action item listings, and minutes in support of meetings; schedule and coordinate meetings and briefings SUPERVISION: This position has no supervisory responsibilities
MINIMUM QUALIFICATIONS: Capable of providing expertise in Strategic Planning, Programmatic and Communication techniques and processes to support stakeholder requirements. Has specialized relevant knowledge and works as a member of team and assists with solving complex problems. Mid-level working knowledge, skills and abilities using Microsoft Office and Adobe software suites is required. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. REQUIRED QUALIFICATIONS:
Bachelor's degree in business administration, management, economics, or related field (Master's degree preferred) and minimum of 2 years of relevant experience in Organic Industrial Base strategic planning and implementation
Experience with specialized systems: Envision (Foundry/Palantir), Blade, Defense Industrial Financial Management (DIFM) system, Facilities and Equipment Management System (FEMS), Comprehensive Cost and Requirement (CcaR) database, and AFSC Technology Roadmap Tool
Experience with OIB reporting requirements (NDAA/GAO/CRR)
Understanding financial documents for working capital funds
Knowledge of Capital Investment Program
Proficiency in Microsoft Office Suite (Word, PowerPoint, Project, Excel)
Strong written communication skills for preparing high-level Congressional inquiries and Congressional Response Reports (CRR)
Experience answering Government Accountability Office (GAO) inquiries and audits
Experience engaging with diverse Air Force stakeholders, including senior leadership
Exceptional organizational skills to integrate multifaceted analytical data into actionable format
Familiarity with Air Force-specific Organic Industrial Base operations, reporting protocols, terminology, and MIS data systems COMPUTER SKILLS:
Skills in operating a personal computer and standard office equipment
Must have proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook) CLEARANCE: Must possess or be able to obtain and maintain a Secret security clearance.
