Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.
ESSENTIAL JOB FUNCTIONS: Ensures maximum availability of buses to meet service commitments by establishing servicing priorities through Vehicle Maintenance Supervisors monitors these activities to ensure adherence to established operational policies and procedures and keeps the Sr.
Manager, Vehicle Maintenance advised of same; Provides solutions to challenges of personnel, materials, space, and quality of work through analysis of information and by visiting different shifts; communicates orally and in writing with the budget information, makes manpower and cost estimates and further determines cost-effective means to achieve objectives.
Develops cost benefit analyses; Oversees preventive maintenance programs and maintains necessary adherence schedules and logs for all assigned COTA fleet and equipment.
Participates in vehicle selection and the development of revenue vehicle specifications; Ensures all buses are reliable (available as planned) to meet service commitments by working with the mechanics, and quality assurance to reduce and eventually eliminate component or small stoppages.
Works with the on shift supervisor and mechanics to effectively document work, work orders, parts and labor related to failures and provide valid and real time information for setting servicing priorities.
Provides a team environment; develops time standards and new processes to enhance the reliability and look of the fleet.
Provides high level analysis of failure trends through work orders and part usage.
Utilizes Infor/EAM so it provides data on equipment failures and scheduled repairs, Preventative and predictive maintenance practices within COTA; Establish an effective maintenance program to improve troubleshooting techniques of equipment failure and repair.
Develop a program to decrease equipment failures and reduce downtime through development of key performance standards working with Quality Assurance.
Identifies and plans needed training, creating job standards, correcting work habits, following established policies, and working with the Sr.
Manager, Vehicle Maintenance and the Quality Assurance team; Provides solutions to challenges of personnel, materials, space, and quality of work through analysis of information, visual inspection, and work auditing.
This includes report generation and corrective action based on exceptions and developed standards; Maintains good labor relations through effective counseling and disciplining of employees in a fair and equitable manner in compliance with the Memorandum of Agreement/COTA Policy/and the job manual; achieves maximum productivity and high morale through sound and effective communications; enforces policy to achieve productivity goals, improve efficiencies.
Resolves all Step 1 grievances; may represent COTA during step 2, step 3, and arbitrations.
Records attendance and administers attendance violations as needed.
Disciplines according to MOA, Represented Employee Manual, and job manual up to and including discharge; Makes recommendations on Maintenance policies, methods, and procedures (use of Maintenance manpower, equipment and materials); identifies training needs; on occasion, administers special projects and surveys; and represents COTA at bus maintenance-related conferences and meetings; Regular, predictable and punctual attendance required.
Manages and provides leadership for their staff.
Hires, trains, develop, and appraise staff effectively.

Takes corrective action as necessary, on a timely basis, and in accordance with policy; and Performs other duties as assigned.
MINIMUM EDUCATION & EXPERIENCE REQUIRED: Requires an Associate's Degree in Business Administration or Engineering and six (6) years of experience in bus or truck fleet operation, public or transit maintenance, or similar field at the supervisory level in a union environment; or an equivalent combination of education and experience in business or public administration will also be considered.
ASE certification preferred.
