Project Overview:
We have a history of collaborating with customers across the globe to deliver large-scale manufacturing and industrial facilities. In November 2022, Bechtel announced it was selected to engineer and construct a new semiconductor manufacturing campus in Ohio. It is a massive, complex project that will help bring the supply chain of microchips back to the United States.
Job Summary:
In this role, you will lead the People Based Quality (PBQ) program at the project site, driving cross-functional PBQ initiatives and identifying opportunities to close performance gaps and resolve process inefficiencies that impact business or customer outcomes. You will collaborate with diverse project teams—including clients, third-party partners, and City Inspectors—to foster alignment, facilitate problem-solving, and apply technical tools to monitor, analyze, and evaluate solutions that mitigate risk and enhance performance.
Proactively identify and clearly communicate behavioral factors that may compromise work quality or contribute to performance issues.
Share with Quality stakeholders' both adherence to 5 Absolutes and DCOM (Direction, Competency, Opportunity, and Motivation) assessments.
Attending site walkdowns and provide DCOM analysis to the quality project groups to achieve mutual goals.
Major Responsibilities:
Responsible for supervising Site People Based Quality (PBQ) specific quality activities as assigned by the Project PBQ Lead/ Project Quality Manager at the construction site.
Responsible for the timely and effective implementation of Project Site PBQ program.
Assigns work to and directs the activities of assigned PBQ personnel, both the discipline PBQ Full Timers and PBQ Volunteer, including the implementation of the project Quality Core Processes: People Based Quality (PBQ), Lessons Learned, Close Loop Corrective Actions and Continuous Improvement; and the recognition program (Quality Coin).
Supports the implementation of the project monitoring/auditing program at the Project Site.
Provides information about risks and/or gaps identified while assessing the 5 Quality Absolutes, and Direction, Competency, Opportunity and Motivation (DCOM).
Provides recommendations to project personnel to correct quality deficiencies and support the disciplines on training material preparation.
Facilitates selection of project metrics with Client and Project Team.
Identifies and reports conditions that require corrective action by management and helps teams take effective corrective actions in a timely manner.
Ensures actions are taken in response to audit findings to ensure adequate close out.
Provides on-the-job training/coaching for assigned quality personnel and other project functional personnel.
Reviews quality related procedures and manuals developed by other departments, suppliers and subcontractors for conformance to project quality program/plan requirements.
Assists in review of project system documentation packages for completion prior to system turnover to the client.
Monitors adherence to the established project quality budget as directed
Supervises the work of Craft Professional personnel
Sets priorities for the team to ensure task completion; coordinates work activities with other supervisors
Responsible for hiring and performance appraisals.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
Minimum of 5 years of experience managing Craft Professional teams.
Experience working with multidiscipline (Engineering, Construction and Procurement) organizations as project stakeholders.
Proven track record of successfully implementing process improvements.
