Job Opening Description

This position will remain open until filled with the first review taking place the week of June 2, 2025.

General Statement of Duties

The role of the Logistics Manager is to develop, plan, and coordinate the day-to-day operations of the Logistics Department within the Support Services Division to ensure supplies, materials, and equipment meet the operational requirements of the Fire District. Responsible for purchasing, inventory tracking and control, warehousing, and delivery of Fire District supplies and materials. The Logistics Manager ensures the Fire District has the necessary supplies and contracts in place to respond to major incidents and disasters and has the ability to serve as general staff within the Incident Command System during major incidents.

Supervision Received

Works under the general supervision of the Support Services Officer or designee who assigns duties and reviews work for effectiveness and conformance to District policy and strategic goals. The supervisor provides little, if any, assistance with recurring assignments.

Supervision Exercised

Provides direction for several Logistics personnel including program specialists and administrative personnel. Responsible to exercise independent judgment in carrying out policies and programs related to the Logistics staff, including evaluations and corrective action.

Salary

This position has a nine-step pay scale beginning at $93,304 and ending at $ 137,852.

Duties and Responsibilities

Primary Duties

Individuals may perform other duties as assigned, including work in other functional areas to cover absences or relief, to equalize peak work periods, or to balance the workload.

Ensure that the Fire District has adequate supply and equipment inventory on hand to meet its daily emergency response mission. Ensure that the Fire District has adequate inventory, contracts, and contingency plans in place to maintain supplies and logistics support throughout major incidents and disasters.

Plans, directs, and monitors the day-to-day operations of Logistics. Organizes and assigns workload to Logistics staff.

Prioritizes customer service and ensures coordination and cooperation with other District, departments or divisions.

Develops expectations and goals for Logistics. Shares progress against goals, objectives, and expectations with staff and District leadership.

Ensures personnel issues are handled in a timely professional manner. Develops clear expectations and provides timely feedback for subordinates. Mentors and guides subordinate staff to ensure strong succession planning for the district.

Responds to and provides logistical support for emergencies within the Incident Command System.

Ensures that Logistics is managed with effective business practices including accurate asset management, tracking of service requests, and internal business rules and documentation.

Functions and develops solutions in a strict fiscal environment. Ensures the Logistics budget is developed in compliance with identified guidelines and is managed effectively within allocated funds.

Assists the Chief Financial Officer and Finance Manager to ensure that a system of financial controls is in place and that purchases are in compliance with CFD Purchasing Policy.

Supervises fulfillment of requests from district facilities for materials and supplies. Oversees the district’s interdepartmental mail and supply delivery system.

Maintains a system for the inventory and control of supplies and materials at multiple warehouse locations, including cycle counts and an annual fiscal year-end inventory.

Develops, manages, and modifies a District replacement plan for major Logistics assets including turnouts.

Coordinates cost-effective methods to purchase quality supplies for district use, including EMS and fire-related equipment. Includes meeting with vendors and learning about new products and offerings.

Oversees the materials management (tracking, repair, and distribution) of firefighting equipment including turnouts, thermal imaging cameras, portable generators, small tools, etc.

Seeks creative solutions for improving procedures and cost controls by researching more efficient purchasing, warehousing, and distribution methods.Secondary Duties

Must be prepared to report/remain at work during major emergencies, disasters, and some large emergency exercises with little or no notice. Must be able to meet this requirement without substantial delay by taking appropriate steps for individual and family preparedness.

May serve on technical advisory committees and work groups, both internal and external to the district.

Qualifications

Minimum

At least two years of management/supervisory experience or five years of experience in purchasing, warehousing, and delivery services

At least three years of experience in procurement and contracting

Experience with Enterprise Resource Planning software, such as Oracle, SAP, or Munis

High school diploma, GED, college degree

Valid driver’s license and acceptable driving recordPreferred

Experience in the fire service, with an understanding of equipment and supply needs

Experience in public sector procurement and contracting, including familiarity with cooperative purchasing agreements through state and federal sources

Qualified as an NWCG Logistics Section Chief 3 or higher

Bachelor’s degree in a relevant field such as Business Administration, Business Management, or Logistics Management

Experience designing and maintaining inventory control systems and asset management planJob Conditions

This position requires frequent sitting at a desk and the use of a computer monitor for long periods. Also working in an environment where there may be regular exposure to fumes, building temperature fluctuations, dust, noise, chemicals, odors, and outside weather. Other working conditions may include frequent interruptions, working alone, and evening and weekend work.

Additional Information

This is an in-person with a 5/8 schedule from Monday to Friday. The standard working hours are from 8 am to 4 pm. Hybrid work or work from home arrangements are not available for this position.
