GENERAL STATEMENT OF DUTIES:
The Planner performs specific project management functions and activities related to County-level Community Development projects (public works, economic development, real property acquisition/retention, rental and transitional housing, etc.); monitors contractual/project compliance, supervises bid letting, and performs related administrative duties.
The Planner provides assistance to the Administrator and Coordinators in the administration of County Economic Development; Community Services and Community Development Programs.
EXAMPLES OF DUTIES AND RESPONSIBILITIES:
Performs specific project management functions and activities related to Community Development programs involving public works activities, real property acquisition and relocation, economic development grant projects, demolitions, rental and transitional housing, etc.
Handles all related Agency contracting, supervises bid letting and bid opening, conducts pre-construction conference, monitors scope of work and eligibility of status.
Monitors businesses for minority hiring levels and other regulatory guidelines, maintains MBE listing, enforces ten percent minority hiring requirement for construction work.
Monitors projects for contractual compliance with labor standards, use of sub-contractors.
Coordinates with representatives from municipalities and townships, architects, engineers, attorneys, real estate agents, property owners.
Prepares and completes environmental review records for all CDBG projects, reviews and approves all invoices regarding CDBG projects.
Responsible for related correspondence and computer record keeping.
Performs special projects as required or requested.
Assists the coordinator with administrative duties/responsibilities in the implementation and promotion of Economic Development Programs within the County; markets new and existing Economic Development Programs and the County/City areas available to businesses/industries as a place to locate, expand or retain businesses; assists in monitoring of project requirements for the creation/retention of jobs, improvement of local government tax bases and improvement of quality of life.
Assists in monitoring of various Economic Development Programs-including two multi-jurisdictional State Enterprise Zones, CSBG, CDBG and UDAG funded low-interest revolving loan and infrastructure programs for businesses and communities, County Property Tax Abatement program, IRB program, marketing/retention programs, technical assistance programs, etc.
Assists with marketing programs/incentives, processing of requests and determining eligibility; monitoring compliance with program requirements, and determining of project feasibility.
Coordinates with Regional and Corridor Associations, Chambers of Commerce, and various economic development marketing groups/committees.
Provides consulting assistance with lending institutions related to project/program loans; conducts prospect activities for new businesses and acts as a resource base for existing businesses.
SUPERVISION RECEIVED:
Supervision is provided by the Department Administrator and Coordinators.
MINIMUM QUALIFICATIONS:
A bachelor's degree in Public Administration, Planning or related field and two (2) years related experience are required.
A bachelor's degree in Urban Planning and Affairs, Public Administration, Business or related field and two (2) years related experience are required.
