Required Education: Bachelor's degree, AND:
24 months of technical experience in the development, uses, and operations of GIS, including the entry, editing, and retrieval of geospatial data in GIS databases.
Equivalency/Substitution: Will accept 48 months related experience in lieu of the Bachelor's degree for a total of 72 months of related experience.
Skills:
Knowledge and experience with GIS software and relational database management systems.
Computer skills with wide knowledge of business software, especially Microsoft Office and geospatial applications.
Perform beginning to mid-level professional technical services in GIS technology areas including application development, GIS analysis, system implementation, and project management.
Successfully troubleshoot system and application issues and identify creative solutions to answer needs.
Maintain working knowledge of key developments in the geospatial technology area.
Effective decision-making skills. Strong initiative to solve problems.
Readiness to present at conferences and/or professional development events to educate colleagues and customers on latest developments.
Demonstrated critical thinking for spatial problem sets. Should be conversant in general concepts, tools and outcomes associated with the analysis of spatial information.
Detail-oriented for accuracy of data and information. Highly organized and able to handle multiple projects, produce reports, and meet deadlines.
Must be willing to see as well as collaborate on contracts and grants with a variety of colleagues.
Basic math skills.
Ability to communicate effectively and build rapport with students, faculty, and staff; works independently and collaboratively across interdepartmental teams to deliver excellent customer service.
Excellent verbal, written, and presentation communication skills in clear, concise English; ability to read, interpret, and act on complex written materials and instructions.

Departmental Preferences:
Experience with Esri products including desktop (ArcGIS Pro). Experience with ArcGIS Enterprise, ArcGIS Online, and/or SDE would be a plus.
Experience working on projects related to municipal GIS updates, electoral mapping, or geolocation services.
Experience developing client and co-worker facing orientation material, conducting meetings, and making presentations.

This position is responsible for working on technical GIS assignments related to the Oklahoma State Election Board and Cherokee Nation Election Commission projects managed by the Senior GIS Analysts. The GIS Analyst performs GIS processes, including spatial and attribute data management, custom cartography, and spatial analysis. The analyst is expected to provide outstanding customer service to clients, especially the 77 county election boards, as well as the Oklahoma State Election Board and the general public. This position will also serve as a trained employee to run processes related to the Oklahoma Tax Commission, the Oklahoma State Board of Education, and other CSA projects, as necessary. The Oklahoma State Election Board and Oklahoma Tax Commission projects have been a part of CSA for over 25 years and have contributed over $12 million to OU's research initiative.
Duties include:
Maintains complex geographic datasets and GIS web applications. Performs updates and edits.
Collects and analyzes data to make geospatial decisions.
Research source documents to resolve missing or conflicting data.
Performs standard spatial analyses.
Performs municipal GIS updates; maintains and updates data for electoral mapping.
Manages project timelines and provides status reports to ensure task completion within established timeline.
Provides training to end users on processes and applications as necessary.
Writes reports suitable for both technical and non-technical audiences.
Interprets and prepares information for a wide variety of GIS datasets that can be geo-processed, analyzed, and mapped.
