Department: Human Resources

Reports to: HR Assistant Director

Summary: Primarily responsible for recruitment and onboarding. Completes a variety of tasks to support the daily operations of the HR Department to include payroll processing and benefit administration. Assists in the implementation of the Affirmative Action Program and Diversity, Equity & Inclusion education. Participates in the developing and revision of policies and procedures. Ensures compliance with federal and state employment laws and regulations. Provides counseling and guidance to staff and supervisors on work-related matters.

Minimum Job Requirements:

SHRM certificate and/or a bachelor’s degree in human resource, business management; and a minimum of three to five years of progressive experience in Human Resources

Comprehensive current knowledge of federal and state employment and labor laws, recruitment, payroll, and benefit administration

Excellent interpersonal communication skills (verbal, written and listening)

Leadership and coaching skills to mentor and influence others

Problem-solving skills and resourceful thinking

Strong technical skills, including intermediate to advanced skills in Microsoft Teams, Excel, PowerPoint, and Word, Sharedrive, LinkedIn Talent Search Tools, ADP Payroll and HRIS systems

Specific Job Functions:

Performs the full recruitment cycle to include job posting, interview, selection, and offer of employment.

Posts vacant positions in-house, with unemployment services, in social media, employment agencies or other venues in accordance with the bank’s Affirmative Action Program.

Develops relationships with external employment sources to meet the goals of the Affirmative Action Plan.

Attends job fairs and open house events.

Ensures outreach efforts maximize recruiting resources available, including leveraging social media and professional networking sites to reduce overall costs.

Interviews candidates and provides direction to managers and supervisors about the interview process and the bank’s policies and procedures on selection, recruitment, and job placement as they align with the Affirmative Action Program.

Conducts employment references, criminal background check and drug test for all new hires.

Extends job offer and provides offer of employment letter as necessary.

Initiates and ascertains full completion of electronic onboarding process in the ADP ATS.

Participates in new hire orientation; coordinates equipment distribution, reviews HR policies/procedures.

Strategizes about HR programs to benefit workplace culture.

Maintains required application tracker and documentation concerning recruitment, interview, and selection.

Periodically (every 3 years) educates employees on ADA qualifying disabilities and distributes the Voluntary Self Identification Forms.

Manages the OFCCP, EEO-1, and VETS 100 recordkeeping and reporting processes ensuring timely submission.

Submits the NJ Department of Labor Multiple Worksite report on a quarterly basis.

Responsible for developing a Diversity, Equity and Inclusion Program.

Conducts stay interviews to improve employee retention and job satisfaction.

Manages the look and contents of job descriptions and ensures that job descriptions are current and reflective of work being completed.

Assists with employee relations and counsels staff and supervisors on work-related matters.

Responsible for compliance with the record retention schedule for the HR Department.

Serves as back up to the HR Assistant Director, HR Specialist and Payroll Assistant.

Performs other miscellaneous functions as needed.

All employees should have knowledge of bank’s procedures and its compliance as it pertains to their position.
