We are seeking a Senior Proposal Manager to join a growing and dynamic government contractor. The Senior Proposal Manager will bring a proven track record of successfully leading federal proposals from task order responses to strategic bids to solve the challenging missions across the government market. We are seeking an experienced, detail-oriented and proactive candidate to lead the development of high-quality, compliant, and compelling proposals. This role requires strong organizational skills, time management, and the ability to collaborate with cross-functional teams to deliver winning proposals. The ideal candidate will be a critical thinker with a proven track record of writing and managing winning proposals for Federal, State and/or Local Government agencies.
Key Responsibilities
Manage and lead proposal development, ensuring adherence to company processes and industry standards.
Develop proposal strategy, win themes, and key messaging.
Engage with leadership to craft technical solutions, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
Write and edit compelling proposal narratives that align with the RFP requirements.
Coordinate input from subject matter experts, technical teams, and business development.
Ensure proposals are delivered on time with high-quality, compliant submissions.
Maintain a library of past proposals, boilerplate content, and reusable templates for efficiency.
Drive proposal process to meet milestones per corporate processes (e.g., color reviews) and provide support with writing and editing (technical and format)
Track proposal progress, maintaining clarity on deadlines and key milestones.
Lead and manage concurrent proposals.
Develop and refine processes from RFI through RFP submission
Work with SMEs and collect information for specific proposal assignments
Work with the proposal team to write/edit/proofread proposal sections and/or prepare required proposal components (e.g., tables, acronym lists, appendices, etc.) including engaging in proposal writing
Set schedules, create outlines, create compliance matrices, lead proposal kick-offs, guide content creators, and manage graphics
Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs), recommend response strategies and make certain proposal submissions are compliant with applicable RFP instructions
Perform final proofreading, editing, and formatting to ensure high-quality content and appearance of final proposals
Lead lessons learned meetings and implement actions to improve process efficiency
Prepare and deliver the production/packaging for proposal submissions
Update, refine, and continually enhance the Proposal Standard Operating Procedures
Manage Google-based proposal management system. Keep site current with examples of successful gold plate proposal responses (e.g., management plan, transition plan)Minimum Requirements
Bachelor’s degree in Business, Communications, English, or a related field
5+ years of relevant experience or Master's degree with 3+ years relevant experience
Strong writing and editing skills with the ability to craft persuasive and concise narratives.
Excellent attention to detail and ability to follow SOPs and compliance requirements.
Ability to manage multiple deadlines simultaneously and work well under pressure.
Experience in coordinating proposal development across diverse teams.
Experience writing professional services proposals
Ability to succeed in a fast-paced and rapidly evolving business organization with the ability/ willingness to work extended hours to meet dynamically changing needs and delivery schedules
Knowledge of Federal procurement processes, standard solicitation instructions, and proposal development methods
Expert Microsoft Word skills (including templates, styles, macros) and desktop publishingPreferred Qualifications
Local to the Washington, D.C. metro area
APMP certification or formal proposal management training.
Experience writing, editing and publishing in Google
Experience with federal, state, or corporate proposal writing.
Familiarity with proposal automation tools and industry-standard software.
Ability to synthesize technical information into compelling responses.
Compensation and Benefits
The estimated compensation range for this position is between $145,000 and $165,000 annually, based on benchmarks in the Washington, D.C. metropolitan area. This range reflects a good faith estimate for all experience levels. At Hive Group, salary decisions are influenced by several factors, including but not limited to the role, location, and the combination of education, training, skills, certifications, competencies, and relevant work experience.
