Join Ho'oilina Foundation as an Executive Vice President of Accounting and Finance!

Position Summary

We are seeking a highly experienced and strategic EVP of Accounting and Finance to lead our financial operations. The ideal candidate will have extensive knowledge in SBA 8(a) Entity-owned and Native/Tribal Enterprise regulatory and compliance practices, government contract accounting, risk management, centralized shared service management and fluency with digital accounting and ERP systems. This leadership role will be instrumental in driving compliance, efficiency, and development and monitoring of internal control systems to ensure financial integrity across the organization.

Key Responsibilities

Provide executive oversight and leadership of all accounting, finance, and compliance functions.

Develop and implement financial strategies aligned with organizational goals and objectives.

Ensure compliance with GAAP, FAR, CAS, DCAA, and other federal regulations related to government contracting.

Oversee the preparation of monthly, quarterly, and annual financial statements and reports.

Lead the budgeting, forecasting, and financial planning processes.

Manage audits, both internal and external, including DCAA and other government audits.

Supervise and mentor finance team members to ensure high performance and professional growth.

Oversee and optimize the use of digital accounting and ERP systems, including system integration and process improvements.

Collaborate with operations, business development, and contracts teams to

support pricing, proposal development, and contract management.

Coordinate development and maintenance of indirect rate strategy, cost allocation methodology and tracking and reviewing indirect rates frequently to reflect changes in operations and compliance with FAR and DCAA guidelines.

Maintain financial controls and risk management processes.

Support Native-owned business structure and related accounting practices where applicable.

Required Qualifications

Bachelor's degree in Accounting, Finance, or related field; CPA or MBA strongly preferred.

10+ years of progressive experience in accounting and financial senior leadership roles.

Proven experience in SBA 8(a) Entity-Owned Enterprise accounting, including knowledge of centralized shared service management structures.

Extensive background in government contracting, including experience with DCAA audits, indirect rate structures, and FAR/CAS compliance.

Experience with pricing and costing for contract-related activities (bids & negotiations)

Expert-level proficiency in digital accounting systems and ERP systems.

Strong understanding of GAAP and FAR principles.

Demonstrated experience managing teams and financial operations in a complex, multi-entity shared service delivery environment.

Strong analytical, critical thinking and problem solving skills

High integrity and commitment to ethical financial stewardship.

Preferred Qualifications

Experience working with SBA 8(a) entity-owned organizations such as Native Hawaiian Organizations, Alaska Native Corporations (ANCs), or Tribal entities.

Familiarity with SBA 8(a), HUBZone, or similar small business program compliance.

Experience leading M&A financial due diligence and integration for government contractors.
