This is a Defense Industrial Base (DIB) Direct Hire Authority (DHA) notice open to the Public.

Duties

Performs repairs/modifications of item equipment that includes industrial machinery such as: abrasive blasters machinery, hydrostatic test systems, compressed gas cylinders, refrigerant recovery/recycling equipment, and air compressor equipment.

Operates a combination of mobile/stationary equipment such as: portable industrial equipment, abrasive blasters machinery, power tools, and utility systems such as electronic control systems, electrical vacuum pumps,

(con't) electromechanical devices, pneumatic driven systems, refrigerant recovery and recycling equipment, and cylinder valving machines

Performs work that requires procedural and knowledge practices in recovering, recycling, and reclaiming of Ozone Depleting Substances (ODS)and Global Warming Potential (GWP) gases.

Utilizes wide varieties of test diagnose and measure equipment such as leak detectors, pressure gauges, refrigerant identifier analyzer, and optic-lite cylinder inspection kit.

Operates forklifts (4-6K pounds), and pallet jacks to transport cylinders, and load heavy items onto equipment for shipping, or to the Ozone Depleting Substances storage facilities.

This position and any future selections from this announcement may be used to fill future vacancies for various shifts located anywhere within DLA Distribution Richmond, VA.

Must be able to obtain and maintain a valid Material Handling Equipment (MHE) license.

Must be able to obtain and maintain licenses and/or certifications required by the installation, federal, state, and local laws.

Required to have/obtain Section 608 Technician Certification within first year of employment, in order to maintain, service, repair, or dispose of equipment that could potentially release ozone depleting substances into the atmosphere.

Qualifications

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position is:

I perform the common tasks of the job to be filled but under close supervision, such as extracting refrigerant chemicals from compressed gas cylinders and discarded appliances using refrigerant recovery equipment and uses a drill press, fastener machine, punch press machine, sander, grinder, sheet metal cutting machines, and other tools when installing, modifying and repairing items. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Effort: Incumbent frequently handles objects weighing up to 45 pounds and occasionally carries objects weighing 45 pounds or more for considerable distance. Required to push, pull, reach, walk, stand, kneel, bend, and climb for substantial period of time in production areas and work sites.

Working Conditions: Work is performed inside and outside exposing the incumbent to the prevailing weather conditions, excessive noises, and

intermittent slippery or uneven surface. Incumbent is constantly exposed to moving objects, elevations, and sharp edges with the possibility of cuts and bruises, grease, dirt, and dampness frequently encountered. When assisting painter, employee wears all protective clothing and equipment that is sometimes uncomfortable.
