Job Description

Job Title: Assistant County Engineer

Immediate Supervisor: County Engineer

FLSA Status: Exempt

Bargaining Unit: None

Prepared Date: September 1, 2024

Essential Duties and Responsibilities: The Assistant County Engineer shall be capable of performing the functions of the County Engineer in his/her absence. Specific tasks include, but are not limited to:

Supervise the technical staff, which may consist of a Civil Engineer, Project Manager and Engineering Technician(s). Shall also supervise the maintenance crew in the absence of the County Engineer.

Plan and develop County and Township road and bridge projects including field surveys, hydrologic studies, preparation of plans, specifications and estimates.

Advise and assist Township Highway Commissioners with Motor Fuel Tax Maintenance and other highway and drainage projects.

Ensure that the plans, specifications, and appropriate documentation for construction projects and maintenance proposals are accurate prior to notification of letting.

Coordinate submittals to the Illinois Department of Transportation for county and township maintenance activities and construction projects.

Serve as Resident Engineer on county and township construction projects; Supervise and assist the technical staff with construction project issues. Ensure that projects are completed to specifications and within scheduled deadlines.

Assists the County Engineer in the preparation of the budget for the six funds overseen by the Highway Department.

Maintain liaison with the Illinois Department of Transportation and other State/Federal Agencies.

Monitor condition of roads and bridges on the County Highway System for possible defects.

Assist the County Engineer in planning for future road and bridge improvements, this may include applying for alternative funding sources.

Coordinate contract work with utility companies and other governmental agencies. This would include developing intergovernmental agreements if applicable.

Perform any other duties assigned by the County Engineer.

Education, Qualifications and License Requirements:

Licensed Professional Engineer in the State of Illinois.

Bachelor’s Degree (B.S.) in Civil or Structural Engineering.

Minimum of 7 - 10 years of experience with highway design, construction and maintenance

Must be able to respond to problems in a decisive and timely manner.

Must be able manage all matters relating to accounting and auditing practices and procedures for both internal and external auditors.

Strong interpersonal skills and ability to work well with all types of individuals.

Must be able to work under the guidelines of generally accepted rules and practices as set by the Department and County Board.

Ability to read, analyze, and interpret engineering and business periodicals, professional journals, technical procedures, or governmental regulations.

Ability to write reports, business correspondence, and procedure manuals.

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Valid Illinois Driver’s License

Continuing Education and training in the job is required.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. Frequent on-site visits to road and bridge construction projects require climbing and walking over rough terrain.

Must be able to frequently sit, stand, walk, bend, lift, reach and carry with hands and arms

Ability to occasionally lift and carry up to 50 lbs.

Must have ability to talk and hear in person and via use of telephone

Specific vision requirements include close vision, distance vision and depth perception
