Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. This position is hybrid, may change anytime at the direction of Director of Permanent Housing.

LAHSA seeks an inspiring Manager to oversee the development, design, and implementation of Permanent Housing programs and initiatives. This position will be responsible for managing and supervising a unit of System Component Coordinators assigned to the Permanent Housing Department.

This position will assist on various Permanent Housing initiatives and pilot programs that include permanent supportive housing, housing inventory, housing utilization, time limited subsidy or housing navigation. This position will supervise an assigned team working on their designated program and projects to develop and update Scopes of Required Services/Scope of Work and Key Performance Indicators.

This manager and their Component Coordinators will work in partnership with finders, elected offices community partners, stakeholders, etc., to oversee all facets of program development, program design, and implementation within the Los Angeles County homeless service delivery system. The manager will work to ensure accessibility of and access to quality services and ensure service providers meet performance outcomes to support people experiencing homelessness.

The manager may be assigned to and may support one or multiple programs within the Permanent Housing Department.

Prevention Program: Oversees several programs and ensures participants within the homelessness prevention program are supported and have transition plans in place for graduating from the program.

Permanent Supportive Housing (PSH) Program: Oversees the housing inventory and utilization of all PSH units and vouchers and ensures full utilization.

Time Limited Subsidy (TLS) Program: Oversees the full scope of TLS programs and populations as well as various pilot financial and support services, retention services, and transitions plans.

Housing Navigation (HN) Program:Oversee all HN programs and pilot programs across all populations that focus on housing attainment and document collection for participants experiencing homelessness.

Inventory & Utilization Program:Oversee the Los Angeles Coordinated Entry System for Permanent Housing Inventory & Utilization.

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Essential Job Functions

Supervises program staff weekly, schedules and directs work, performs orientation, training, and quality assurance activities regarding staff performance; recommends personnel actions such as selection and evaluation, performance management, regular check points, etc.

Provide effective and inspiring strategic leadership in the implementation, refinement, and ongoing management of the Permanent Housing inventory. This includes working closely with leadership across key County Departments, Developers, and Property Management that hold mainstream resources to ensure alignment. This includes but is not limited to the Department of Mental Health (DMH) and the Department of Health Services (DHS).

Develops working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of permanent supportive housing time limited subside or housing navigation programs.

Leads in the design of programming, through needs assessments and research; consultation and involvement of community members and stakeholders; development of RFP's (request for proposal); the evaluation of proposals submitted for funding; selection of subrecipient contractors to deliver services.

Drives the development of practice standards, program guides, Statements of Work, and Scopes of Required Services, ensuring evidence-based practices are incorporated into all aspects of programming.

Onboarding subrecipient contractors to provide a deeper understanding of each project's essential core components and funding regulations.

Trains (and/or coordinates and facilitates training) to support subrecipient contractors in post-award activities, such as: contract coordination, contract and agency onboarding, new program kick-off, etc.

Work to integrate system enhancements and expand utilization of the Resource Management System (RNS) and strategies across system partners, with the goal of increasing and maintaining inventory and reducing match to move-in timeline. Coordinate with Housing Central Command (HCC) for ongoing enhancements to the system.

Represent LAHSA with key external constituency groups, including community collaborations, other governmental agencies, and private organizations to enhance services integration for homeless populations.

In coordination with Associate Director, Permanent Housing, provide presentations and updates to LAHSA Commission and elected official offices on Permanent Housing matching.

Implement and lead a continuous quality improvement process throughout the system by identifying gaps and barriers in the system of care for homeless families and individuals by focusing on system/process improvement and impact measurement.

In partnership with various equity initiatives at LAHSA, support implementation of equity initiatives.

Demonstrated commitment to LAHSA's core mission, values, and programs.

In-depth knowledge of homeless populations, systems, programs, and resources, including federal policy and program guidelines for Coordination and evidence-based practices for homeless systems and interventions. Entry System (CES).

Knowledge of relevant research on homelessness and evidence-based practices for homeless systems and interventions.

Strong understanding of intersectionality, structural and systemic racism, and vision of how to address the unique vulnerabilities of different populations experiencing homelessness.

Ability to think critically and identify patterns and themes.

Strong time project management skills and the ability to prioritize deliverables.

Ability to adapt rapidly in response to changing information or needs.

Strong written, verbal and presentation communication skills. Ability to communicate and present clearly and simply.

Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi-disciplinary team environment.

Ability to establish effective relationships and work cooperatively with individuals, groups, and organizations diverse in mission, composition, function, capacity, and geographic location.

Familiarity with LAHSA funded programs, including best practices in homeless services program provision including Harm Reduction, Housing First, and Trauma-Informed Care.

Demonstrated experience gathering, aggregating, analyzing, and presenting data required. Familiarity with Clarity HMIS and program data requirements preferred. Training & Experience

Requires 2-4 years' experience in the provision, oversight, management and/or implementation of programs/services in the non-profit or government sectors, relevant to this position.

Bachelor's degree in fields related to Social work, Social Welfare, Public Health, Public Administration, and/or Public Policy is strongly preferred; however, an equivalent combination of applicable training and experience may be substituted for education requirement. License Requirement

A valid California Class C driver's license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.

Public Service Loan Forgiveness (PSLF) Program Eligibility

LAHSA is considered a government employer for the PSLF Program.

Pension Plan

LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 6% of the employee's salary with a qualification date of 500 hours or 6 months after the date of hire.

Deferred Compensation Plan

LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.

Time Off Administrative Leave

Chief Executive Officer, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.

Vacation

Vacation is earned according to each month of service commencing with the employee's initial date of hire.

Less than three (3) years of employment, eighty (80) hours per year.

Three (3) to six (6) years of employment, one hundred twenty (120) hours per year.

More than six (6) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than seventy-two (72) months of employment. This vacation accrual is capped at thirty (30) workdays per year Maximum accrual of vacation leave is 240 hours.

Sick Leave

Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
