General Description: Provides leadership and strategic planning and direction for all facility and mission management activities. Responsible for ensuring facilities and technical sites remain in a continuous state of readiness. Ensures maintenance activities are properly funded, scheduled, and executed with minimal impact on customer operations. Ensures all maintenance activities are properly scheduled and executed on time and within budget.
Responsibilities and Duties:
Manages the staff and responsibilities of the Directorate. Guides team through daily work activities, monitors employee performance, sets performance goals and deadlines and provides constructive feedback and coaching.
Develops and manages the Spaceport Facility Maintenance Plan.
Creates facility maintenance budgets and ensure required maintenance activities occur per schedule.
Develops and manages a standardized reporting tool which presents the current readiness status of each facility, site, and major systems within those capabilities.
Manages mission requirements and coordinates mission needs with customers and VSA organizations.
Ensures proper contractual technical and operational requirements and deliverables are included in all Requests for Proposals and verified met during the proposal review process prior to awarding facility construction and service-related contracts.
Coordinates with Chief Technical Officer (CTO), Logistics, and Technical Operations to ensure customer-specific technical requirements are met utilizing VSA design standards to the greatest extent possible.
Develops employees through leadership and mentoring.
Ensures a safe work environment for all activities.
Determines, implements, and monitors Key Performance Indicators (KPIs).
Determines operational support capability requirements as identified by mission needs and anticipates expected challenges.
Creates and manages processes targeted at reducing overall cost while increasing effectivity.
Develops budget and schedule requirements for all assigned programs.
Ensures assigned workforce is trained in their respective tasks.
Collaborates internally and externally, communicate, and connects with both senior leaders and employees to improve communication across all VSA functional areas.
Creates and enforces policies and procedures for Office activities.
Resolves problems identified within the assigned functional areas and develops mitigation plans for preventing similar future problems.
Routinely communicates activities, issues, and concerns to the Spaceport General Manager.

EMPLOYMENT STANDARDS
General Education
College: Bachelor of Science degree; advanced degree preferred.
Major: Engineering, Business or Management preferred
Job-Related Experience: Prefer seven plus years of direct, practical work experience in the workplace providing strategic, technical, operations, financial and managerial leadership to implement project activities successfully. Experience as a supervisor/manager.
Certifications: TS/SCI Security Clearance required. Professional Engineer Certification or Project Management Professional (PMP) certification a plus.
Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on agency business.
CONDITIONS OF EMPLOYMENT
Knowledge: Comprehensive knowledge of technical operations and complex maintenance programs required. Knowledge of operational support functions such as logistics, procurement, contracts, equipment maintenance, quality assurance-related process control systems, safety programs related to industrial operations, and environmental regulations as applied to support functions is desired.

Proficient with Microsoft Office or related programs.
SharePoint experience preferred.

Physical Demands: This is a senior management position in an office environment with occasional time required outside in an industrial work environment. Employee must be able to occasionally navigate safely in a complex industrial environment with exposure to metal work stands and piping.
Work Environment: Work is performed in a typical office setting.
Must be able to obtain and maintain eligibility for issuance of a NASA credential.
Must be able to pass a pre-employment background check and drug test.
