The position is located in the Executive Office of the President, Office of Administration, Office of the Chief Operations Officer, Mail and Logistics Management Division, Mail and Support Operations Branch. The incumbent will be responsible for supervising internal mail operations within the New Executive Office Building, Eisenhower Executive Office Building, and overseeing staff who support mail operations for the White House Complex and the Executive Office of the President components.

Duties
As a Supervisory Mail Operations Specialist, GS-0301-11, your typical work assignments may include the following under supervision:
Supervises a staff of Logistics Support Specialists, Logistics Assistants, and Mail Assistants responsible and accountable for receipt of all incoming mail from the mail screening facility.
Oversees, directs, plans, and coordinates all aspects of internal mail operations for the EOP.
Reviews mail and determines appropriate postal class and most expeditious and economical delivery method in accordance with EOP policy and United States Postal Service requirements.
Maintains accountability, safeguards and registers all incoming gifts, express carrier parcels, certified, insured, and registered mail.
Ensures employees monitor flagged and accountable items in a Parcel Tracking System, and responds to all customers' requests in a timely manner.
Reviews and prepares manifests for each mail delivery and pick-up route performed by employees.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
In order to qualify for the GS-11, Supervisory Mail Operations Specialist, applicants must meet one of the criteria:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector: interpreting and applying federal regulations, principles, practices and procedures governing the supervision and management of mail and logistic operations; sorting, delivering, and registering incoming gifts, express carrier parcels, certified, insured and registered mail; preparing manifests for mail deliveries and pick-ups; and coordinating deliveries to retrieve official items from other government agencies or non-government entities.

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.

C. A combination of education and experience as listed above.
