The Office of the Chief Financial Officer - Procurement division is accepting applications for a Project Manager Analytics Specialist III position.
Position Summary
The City of Detroit’s Office of Contracting and Procurement is seeking a process-oriented and tech-savvy Project Manager & Analytics Specialist III to support procurement system operations, data reporting, and internal process improvements. You’ll work closely with buyers, department stakeholders, and technical teams to ensure the City’s Oracle-based procurement system runs smoothly and equitably from requisition to payment. This role is ideal for someone who enjoys organizing systems, solving problems with data, and helping teams work smarter.
Examples of Duties
Analyzes data from a variety of database sources and formats for research, systems, and report design.
Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.
Assists with the implementation of divisional goals, initiatives and plans.
Develops and implements initiatives to improve work processes.
Drives fact-based decision making at all levels within the organization.
Drives process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts.
Investigates and analyzes complex proposed departmental reorganizations of City departments.
Manages project development and execution from inception to closure.
Presents results of analyses concisely and effectively to ensure adoption.
Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders.
Provides recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis.
Provides supporting information to substantiate research findings.
Tracks and reports project milestones and status reports to project sponsors.
Key Responsibilities:
ERP Coordination & Support
Serve as the frontline point of contact for resolving Oracle procurement workflow issues
Work with DoIT, ERP, and vendors to ensure a consistent user experience and accurate system performance
Test and support new Oracle functionality and procurement software implementations
Assist setup and implementation of new solicitation tool and build APIs connecting data back to Oracle
Reporting & Analytics
Support the creation, automation, and delivery of core OCP reports (e.g., requisitions, contracts, agendas)
Maintain dashboards and track key metrics using Excel, Tableau, or Smartsheet
Collaborate with team members to improve the clarity, accessibility, and usefulness of reports
Process & Documentation Management
Maintain and improve internal SOPs, job aids, and training materials for buyers and staff
Identify workflow bottlenecks and recommend improvements to increase efficiency and reduce errors
Help coordinate staff onboarding, system training, and internal communication strategies
Project Coordination
Help manage procurement-related projects, from documentation updates to cross-departmental initiatives
Track project timelines and stakeholder needs to ensure progress and alignment
Support the department’s transition to new procurement tools and practices
Project Manager & Analytics Specialist III – This is the senior level of this series in which an employee acts as a subject matter expert and/or in a leadership type of role. They perform a wide scope of responsibilities. Employees may perform duties which have City-wide impact and involve working with a wide variety of individuals and groups. The work of a Project Manager & Analytics Specialist III is reviewed on an as-needed basis.
Minimum Qualifications
Education
Bachelor's degree with major in data analytics, project management, business, management, organizational development, or labor relations.
Experience
Project Manager & Analytics Specialist III – Advanced levels of responsibility and three to four (3-4) years of project management or data analytics experience.
Preferred Qualifications
A self-starter who thrives on learning and building practical solutions
Passionate about creating efficiency—whether through visual guides, process documentation, or ERP system improvements
Energized by untangling messy, inefficient systems and turning them into streamlined, intuitive ones
Comfortable wearing multiple hats, with experience across business analysis, project management, data analytics, process improvement, and documentation
A clear communicator who asks thoughtful questions to understand complex processes and collaborate effectively across teams
Demonstrated ability to use your organization’s tech stack—whether ERP systems, spreadsheets, analytics tools, or programming languages—to improve workflows and support decision-making
Familiar with tools like Excel, Smartsheet, Tableau, Power BI, or SQL, and focused on using them to drive clarity and results
Able to work independently while aligning with broader team goals
Familiarity with project management or process improvement tools (e.g., Agile frameworks, workflow systems, or documentation platforms) is a plus
Bachelor’s degree in any field that demonstrates your ability to solve complex problems—such as Data Analytics, Engineering, Math, Physics, Philosophy, or related.
Brings 3–5 years of relevant experience in procurement, data analysis, ERP support, or project coordination
Equivalency
Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
