HIDTA Finance Clerk I

Starting Salary: $56,226.00 (GS7-1 Plus 30% Fringe)
Supervised by: HIDTA Finance Manager
Primary Purpose
The HIDTA Finance Clerk (FC) is responsible for the financial activities and administrative duties related to the administration of federal grant funds awarded by the Office of National Drug Control Policy (ONDCP). The FC is responsible for balancing, auditing and reconciling financial transactions retrieved from multiple financial systems and maintaining financial records. The FC makes travel arrangements to include reservations, transportation, hotels, registrations, per diem allowances and other requirements of travel as needed. The FC develops relationships and works in coordination with all HIDTA staff, Initiative Commanders, participating agencies’ financial staff, and all applicable federal, state and local partners to include the grant fiduciary (St Johns County Sheriff’s Office). The FC supports all aspects of purchasing, inventory, and accounts payable. The FC coordinates with initiatives to develop an annual budget and expenditure plan that provides the maximum benefit for the initiative and its participating agencies. Work performed by this position requires a strong financial background, attention to detail, and the ability to prioritize multiple tasks and complete projects within the established timeline. This position is exclusively dedicated to HIDTA and funded by a Federal Grant. Should the grant funds be terminated this position would be eliminated. The North Florida HIDTA was established in 2001 and continues to support drug interdiction efforts in 12 surrounding counties in the northeastern corner of Florida.
Required Qualifications
Associates degree or 60+ college credit hours
A minimum of 2 years of experience in financial administration and/or accounting
Valid Florida driver’s license
Type 50 WPM accurately
Attention to detail
Strong analytical skills
Proficiency with Microsoft office applications, financial Software, Sharepoint software
Working knowledge of federal government grants and programs
Knowledge of governmental accounting methods (GAAP)
Effective communication skills: reading, writing, listening and hearing
The willingness and ability to comply with local, state, and federal financial regulations, as well as the regulations established by the agency itself
Key Responsibilities
Work independently, multi-task, prioritize and problem solve
Process purchase requests to include collecting bids, negotiating with vendors, placing orders, and requesting payment of invoices within acceptable time frames
Maintain inventory list and verify inventory annually with multiple agencies. (Requires travel)
Reconcile existing transactions through cross-referencing of incoming and outgoing data
Maintain balance sheet containing data from multiple agencies (federal, state and local)
Provide documentation and details regarding financial status of budgets and balancing reports to Finance Manager as needed
Arrange for travel: registrations, hotels, flights, rental cars, per diem allowances, etc.
Process reimbursement requests from participating agencies in a timely manner and in accordance with HIDTA Program and Policy Guidance requirements
Reconcile credit card accounts and provide documentation for all transactions appearing on monthly statements
Request payment for monthly bills: i.e. rents, utilities, phones, and internet
Prepare financial packages monthly using multiple financial systems to be submitted for grant reimbursement
Assist in the composition of reports on HIDTA activities, policies, and results of operations
Prepare reports, agendas, and supporting documentation for Finance Committee Meetings
Take meeting minutes
Provide back-up and support in all areas and functions of the NF HIDTA Finance Unit and other duties as assigned by NF HIDTA Finance Manager

This is a contract position and a Limited Liability Company (LLC) will have to be established by the applicant chosen for business purposes
Working Conditions
Work is primarily in an office environment
Requires some travel
Normal business hours apply; however, hours are subject to vary and overtime may be necessary including nights, holidays and weekends
