Job Summary

We’re seeking a Lead Personnel Security Specialist to spearhead comprehensive personnel security operations in support of the Executive Office for United States Attorneys (EOUSA) and its Security and Emergency Management Staff (SEMS). In this high-impact, Key Personnel role, you'll lead a team of specialists managing over 13,000 employees, contractors, and affiliates across 94 U.S. Attorneys' Offices. Location: Washington, DC or Columbia, SC

Clearance Level: Public Trust (Tier 4)

Position is contingent upon award of the contract from the government.

Key Responsibilities

Lead and oversee all personnel security support services, ensuring compliance with federal guidelines and EOUSA/SEMS protocols.

Supervise daily operations of a team supporting background investigations, adjudications, and suitability assessments.

Manage and review security packages for federal adjudication, providing recommendations based on detailed investigations.

Coordinate with federal security officials and adjudicators to ensure timely processing of investigations and determinations.

Draft critical documentation, including Letters of Interrogatory (LOIs), suitability determination memos, adjudicative worksheets, and other official correspondence.

Maintain and update personnel security databases (JSTARS and others), ensuring accuracy and adherence to federal data handling standards.

Assist in evaluating favorable and derogatory information from security checks and provide adjudicative support and recommendations.

Interpret data from investigative systems including eAPP, PIPS, CVS, NCIC, and other platforms.

Ensure secure handling of sensitive information in accordance with DoD Manual 5200.02.

Support EOUSA’s compliance with Homeland Security Presidential Directive 12 (HSPD-12), contributing to a secure and efficient personnel onboarding process.

Required Qualifications

Education & Experience:

Bachelor’s degree and at least 10 years of relevant personnel security experience, OR

15 years of experience without a degree in personnel security or a related field.

Technical Expertise:

In-depth knowledge of Public Trust and National Security Information (NSI) investigation processes.

Proficient in using federal personnel security systems (e.g., OPM, eAPP, PIPS, CVS, JSTARS).

Skilled in interpreting and applying federal personnel security guidelines.

Communication Skills:

Exceptional written and verbal communication skills to clearly document findings and collaborate with internal and external stakeholders.

Leadership:

Proven ability to manage and mentor personnel security teams in a dynamic, high-volume environment.
