An Overview
The Department of Planning & Zoning (P&Z) is seeking a Civil Engineer III. This position will hold a working title of Development Engineering Plan Reviewer for the Development Engineering Division. The successful candidate will be highly motivated, creative, responsible, and possess strong written and verbal communication skills. This position plays a critical role in shaping the future of the City of Alexandria. As part of Alexandria's "One Start" staff group, this engineer works in coordination with other review disciplines to ensure that applications are reviewed in a timely and transparent way and that projects support the community vision of a safe, inclusive, sustainable city.
The Opportunity
Works under the general supervision of the Development Engineering Plan Review Manager as part of the Development Engineering Division.
Performs technical reviews of complex land development applications and capital improvements, including rezonings, site plans, and grading plans;
Reviews plans for compliance in the following areas: Sanitary and storm sewers, hydrology and hydraulics, stormwater management, managerial and structural best management practices, erosion and sediment control, water resources, roadway and utility profiles, solid waste management, roads, transportation, and street and site lighting;
Works with staff and developers’ representatives on acceptable design alternatives and solutions, including negotiating with developers’ representatives for plan design changes;
Coordinates development projects internally with multiple departments and externally with local, state and federal agencies, private utilities, property owners, stakeholder groups and individual private citizens;
Attends limited Planning Commission and City Council meetings related to development projects, encroachments, and right of way vacations;
Performs related work as required.

Minimum & Additional Requirements
To qualify for this position all candidates must possess five (5) years of engineering design or plan review experience in civil engineering or a closely related field and graduation from a college or university of recognized standing with a degree in civil engineering; and/or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Preferred Qualifications
Preferred candidates meet the above and have the following experience and skills:
Possess a Virginia Professional Engineering license or be able to obtain it through reciprocity within 6 months of hire.
Possess or be able to obtain the Virginia DEQ Erosion and Sediment Plan Reviewer Certification and Stormwater Management Plan Reviewer Certification within 1 year of hire.
Expertise in plan review or preparation of plans including knowledge of local governmental procedures affecting public works, materials, methods and techniques of public works construction.
The ability to work with property owners, contractors, and the general public and to establish positive working relationships.
Strong communications skills both verbally and in writing.
