Description:

In District 9, manages project(s), with or without sub-projects, that covers all phases of project management in the Highway Management Office with activities & responsibilities resting primarily within the Traffic Office (e.g., traffic studies, speed control, interchange justification, high accident locations, traffic flow, signals, & warrants) & whose primary stakeholders are management, staff, &/or end users. Directs, implements, & monitors policies & procedures for the Traffic & Highway Safety Program (e.g., defines project requirements, quality standards & timelines; determines & evaluates risks & safety work plan; manages safety funding). Assures accurate & timely updating of management information systems as they relate to the delivery of the program (i.e., ELLIS, Transportation Management System (TMS), Bridge Management System (BMS)). Directly supervises assigned staff (e.g., provides developmental opportunities, coaches staff to foster development & promote job satisfaction, assigns work, evaluates performance, recommends discipline as necessary, & approves leave). Serves as District 9 Work Zone Traffic Coordinator; establishes priorities for high accident locations activities; reviews consultant studies (e.g., warrants, capacity, safety, & access justification) & utilizes a computer & traffic analysis software (e.g., Synchro, HCS, TSIS, PETRA, Electronic Count Board, PC Warrant, Numeric, MONARC, ARIES) to provide traffic data & reports. Travels to evaluate project(s) (e.g., accident locations, speed, school & no parking zone locations; new access points; sight distance; spot speeds (lasers), traffic control items) & complaints received by the general public & addresses problems & ensures project is ready to move on to its next phase.

Makes recommendations & modifications to facilitate long range planning (e.g., maintenance of structures, replacement of traffic signals, interchanges) & integrates changes in existing programs (e.g., traffic devices, Highway safety). Uses computer & related software (e.g., Enterprise Information Management System (EIMS)) to develop reports (e.g., accident reduction, counter-measures, access modifications, & highway capacity). Collaborates with stakeholders (e.g., consultants, government officials, private industries, general public) on matters relating to Traffic planning. Attends meetings, conferences, &/or workshops on Traffic &/or Safety related topics .

Qualifications

3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
