JRAD is seeking an experienced and highly capable Senior Program Manager supporting the CBRN Defense Coordinating Office (DCO) at the U.S. Army Medical Research and Development Command (USAMRDC). The selected individual will lead contract execution, oversee all functional and technical staff, and serve as the central liaison with Government stakeholders. This role is critical to delivering administrative, scientific, technical, and financial support services for a mission-critical biomedical R&D coordination program.
Roles/Responsibilities:
Lead all aspects of contract performance and execution across administrative, technical, and scientific task areas
Serve as the primary interface with the Government, including the Contracting Officer (KO) and Contracting Officer’s Representative (COR)
Manage multidisciplinary teams and ensure alignment with contract goals, deliverables, and performance standards
Oversee the development and maintenance of Standard Operating Procedures (SOPs), a Project Management Plan, and a Quality Control Plan (QCP)
Track budgets, labor utilization, and deliverables; submit required monthly reporting to the Government
Support USAMRDC through organizational transitions to the Defense Health Agency (DHA)
Required Skills and Education:
Master’s degree (MA/MS) in life sciences, public health, project management, or a related technical or management discipline
10+ years of progressive experience in federal program management, with at least 5 years supporting DoD medical or biodefense R&D efforts
Demonstrated experience leading teams on high-visibility or mission-critical federal contracts
Strong organizational and leadership skills, including personnel supervision, risk mitigation, and performance monitoring
Excellent communication and interpersonal skills; capable of interfacing with senior government and contractor personnel
Preferred Qualifications:
PMP certification or DAWIA Level II/III in Program Management
Experience supporting the CBDP, DTRA JSTO-CBD, JPEO-CBD, or USAMRDC
Familiarity with Defense Health Program (DHP) funding, MILCON, IOT&E planning, and DHA transition activities
Experience managing teams in a DoD biomedical R&D environment
Security Clearance:
Active DoD Secret is required
