Job Summary

JOB SUMMARY

Operates the scale located at the Solid Waste facility, manages receipts of money into the facility, coordinates pickup of recycled commodities with vendors, performs general office and secretarial duties, ensures that users are properly permitted prior to entering and using the facility, and assists in the coordination, communication, scheduling and work flow of the daily operations for the Solid Waste Division.

Supervision Received

Works under the general supervision of the Solid Waste Foreman performing duties of a responsible nature requiring attention to detail associated with the daily operation of the electronic semi-portable scale along with the general record keeping and financial records of the Solid Waste Division.

Working Conditions

A requirement of this position is the acceptance of working in close proximity to solid waste. Interfacing with the public and commercial clientele pursuant to fee collection and policy adherence/implementation, as well as performing office functions for the Solid Waste Division.

Examples of Duties

Provide information to the public. Receive walk-in and telephone inquiries; inform the public of policies and ordinances and give general direction as to proper Town and State disposal procedures.

Conduct visual review of loads as needed to prevent disposal of prohibited materials.

Responsible for general knowledge of surveillance system at the facility and performs the following tasks for safety and loss prevention: play back, save, send, transfer, and observe in real time.

Monitors customers into the facility to ensure compliance with commodity and residency requirements, including ensuring that vehicles entering the facility are displaying current transfer station permit stickers and issuing the same.

Completes routine administrative reports relative to weighing and fee collection activities.

Communicate with marketing company to assure proper movement of commodities.

Perform routine maintenance on scales and monitoring equipment.

Obtain price information and order/receive materials for the division.

Assist with miscellaneous administrative clerical and typing duties as assigned.

Maintains and updates the Division’s message board, website and social media platforms as approved by the Director.

Compiles, both manually and through the use of a computer, statistics for Divisional reports, assists with division payroll duties and in preparing the initial draft of the Solid Waste Division budget.

Performs responsible personnel records maintenance work; records, types and maintains data of a confidential nature.

Maintain considerable knowledge of the daily operations for each position within the department.

Operates Daktronics software and operates and updates the electronic billboard.

All other duties as assigned.

Knowledge, Skills, and Abilities

Ability to maintain cordial relations with the public.

Ability to follow oral/written instructions and a considerable knowledge of the methods and techniques used in public solid waste management.

Capable of performing accurate recording of transactions involving cash, check, or credit card.

Ability to type a variety of correspondence, memoranda, forms and reports and produce material in final form assuring spelling, grammar and punctuation are correct.

Minimum Qualifications

Graduation from High School supplemented by specialized training pursuant to secretarial skills, or any equivalent combination of education and experience which demonstrates the possession of the required knowledge, skills and abilities to effectively and efficiently assist with the realization of meeting the Solid Waste Division's goals and objectives.

A valid State of NH driver’s license and a valid State of NH Public Weigh Master license also required or the ability to obtain same within 6 months of hire.

Must apply for New Hampshire Solid Waste Assistant Operator certification within 30 days of hire, then obtain the certification within 6 months of hire. This license must be maintained.
