General Statement of Job
Under general supervision, plans, organizes implements and evaluates innovative special events and leisure programs for the Department of Parks and Recreation. Develops and plans programs in response to recreational needs and interests of County residents. Requires independent thinking in determining programs for the community. Obtains necessary resources to implement programs. Supervises staff and volunteers engaged in providing programs; including personnel associated with leisure programs, special events, pool operations, and environmental programs. Performs a variety of administrative duties related to the management and reporting of recreational programs.
Special Duties & Responsibilities
Plans, schedules, organizes and evaluates a variety of innovative leisure programs and special events. Conducts research for special projects and programs. Identifies community interests, needs and incorporates them into program planning.
Supervises recreational staff and volunteers who implement programs. Supervisory responsibilities include providing guidance and direction, assigning and reviewing work, developing performance expectations and evaluating performance. Recruits, interviews and hires instructors.
Prepares reports of program activities, operations, events, revenues and expenditures.
Prepares budget requests; and assists with budget preparation.
Oversees pool operations to include; management and supervising of staff as needed, preseason opening duties, weather/ operational closings, and registration for swim lessons and group sales. Hires pool staff to include: Pool Manager, Assistant Pool Managers, Lifeguards, Swim Lesson Coordinator, Swim Lesson Instructors and Concession / Admission Manager and workers.
Prepares for the implementation of planned programs to include developing program schedules; obtaining necessary supplies, equipment and other resources, schedules staff to implement programs, and coordinates the logistical arrangements of facilities.
Prepares evaluations for participants and instructors.
Plans and organizes a variety of small and large community special events.
Supervises and assists with Environmental Programs to include; Litter prevention and Recycling Grant programing and spending, litter prevention and recycling education and volunteer programs. Assists in ordering equipment and maintaining inventory of equipment and supplies.
Responds to citizen and agency requests for program information. Speaks to school, civic and community groups regarding programs and to develop positive program image and effective public relations.
Prepares documents related to the organization and promotion of recreation programs, such as registration forms, news releases, contracts, etc.
Assists with program registrations and telephones when secretarial staff is absent and during peak work loads.
Assists Recreation Programmer with sports registrations, as needed.
Oversees the Senior Center; implements and schedules activities and programs, and plan special events for the local 55 and over community.
Manages and creates marketing materials- flyers, newsletters, social media content, etc.
Performs other related duties as required.
Minimum Training & Experience
Bachelor’s Degree in Recreation Administration or a related field. Requires three (3) to five (5) years of experience implementing recreational programs to include leading the work of others; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
First Aid and C.P.R. Certified or able to certify within six (6) months of hire date.
Certified Pool Operator Certification or equivalent or ability to certify within six (6) months of hire date.
Special Requirements
Knowledge of the needs, practices, methods, materials and equipment associated with planning and implementing recreational programs and special events.
Knowledge of the County’s administrative policies and procedures for supervising, and maintaining administrative records.
Ability to develop and plan recreational programs, and to implement and supervise staff engaged in recreational programs.
Ability to ensure safety with regard to program operations. Is able to follow instructions.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Ability to read policies, procedures, recreation handbooks and references, instructions, and administrative documents. Must be able to prepare programming schedules and plans, daily operational and incident reports, administrative forms and other program documents using prescribed format.
Ability to communicate effectively and efficiently in standard English.
Ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.
