Valiant Solutions is seeking a Secret or Top Secret cleared SOC Program Manager in the Washington DC Metro area to join our rapidly growing and innovative cybersecurity team!

As a Program Manager, you will be responsible for the day-to-day oversight of contractor personnel and Task Order performance, including technical delivery and P&L. You will be responsible for the hands-on technical management of Valiant Cybersecurity and other Information Technology Federal engagements, supporting the evolution of the Government customer's IT posture. You will actively participate in Valiant’s Knowledge Centers and grow your professional expertise in emerging cybersecurity tools and techniques. You will lead your team to ensure the program's accomplishments are documented and known for broader company efforts through white papers, briefing materials, and proposals. As a Program Manager, you should be able to execute with limited direction, anticipate customer needs and proactively support those needs, and be responsible for all project deliverables. The candidate will have had prior experience working with a wide variety of technologies, be well-versed in the current state of Information Security, and be able to interpret the requirements of relevant governing bodies (NIST, OMB, GAO, etc). The candidate must interface with federal employees and contractors to perform the required activities. The ideal candidate will have prior experience performing similar work for a federal client, including strategic planning, solution development, and FISMA assessments.

Required Experience:

Active Secret or Top Secret Clearance

Project Management Professional Certification (PMP or equivalent)

(8) years of experience in cybersecurity OR ten (10) years of documented cybersecurity project management experience.

Experience leading programs with 24/7/365 SOCs, including managing hybrid environments that span both on-premises and cloud infrastructures.

Experience with designing and implementing information security plans for enterprises with diverse sets of complex applications, databases, network connections, and communications subsystems

Requires competence and experience in human resource management, problem-solving, and quality assurance techniques. Also requires excellent communication skills, both written and verbal.

Knowledge and practical understanding of Governance, Risk, and Compliance

Experience working with a wide variety of technologies, be well-versed in the current state of Information Security, and be able to interpret requirements of relevant governing bodies (NIST, FISMA, OMB, GAO, etc).

Experience managing personnel in multiple locations across the United States

Experience interfacing with senior levels of customer organizations

Demonstrated experience leading and managing projects with the ability to multitask, prioritize, and work toward a strict deadline

Domain expertise and implementation experience providing best practices and recommendations to support the resolution of project challenges, both business and technical

Proven experience leading and executing executive presentations, demonstrations, and reporting

Excellent written and verbal communication skills

Preferred Experience:

CISSP, CISM, CISA, or other relevant cybersecurity certification

Experience implementing security procedures in accordance with best practice methodologies such as Carnegie Mellon’s Software Engineering Institute (SEI). Capability Maturity Model Integration (CMMI) standards and/or the IT Information Library (ITIL)

Knowledge of federal IT policy, regulations, and best practices, including NIST and FIPS guidelines

Experience managing a program of 50 people or more

Responsibilities:

Contribute to the development of the strategy and operational direction.

Accountable for managing and communicating short and long-term direction.

Establish and implement tactical and operational plans that significantly impact achieving functional results.

Responsible for communicating with diverse parties external to the organization.

Responsible for leading cross-unit project teams across multiple functional areas.

Ensure projects and enhancements meet all requirements to complete the projects within schedule, cost, and performance.

Monitor each project by providing a timely project assessment per the Contract Service.

Participate in routine and periodic status meetings with key customer personnel, at times on short notice, to convey the curent status and risks presented.

Provide Project management support following industry standards, frameworks, and methodologies to perform a variety of project management functions such as project management plans, work breakdown structure/schedules, risk mitigation plans, and project timelines.

Ensure service level agreements (SLAs) regarding project progress, risks, issues, and proposed resolution.

Perform operations management and project management for various information technology deliverables and task orders.

Strategic planning and solution development, both technical and business.

Ensure project-defined deliverables are provided on time and have been quality reviewed (e.g., SOPs, Configuration Guides, Training Documentation, Project Schedules).

Establish project schedules and plans with Government Stakeholders.

Track and provide performance management evaluations against the Project Plans.

Ensure delivery of Program and Project deliverables (e.g., Weekly Team and Project Status Reporting, Bi-Weekly Program Reporting, Timesheet Review, Performance Management Metric Analysis).

Provide presentations and develop demonstrations for reporting in support of the program.

Provide technical support for all team task areas (e.g., systems engineering and integration, service design and delivery).

Facilitate requirements and data gathering.

Develop and Refine Performance Management Metrics in accordance with Program Goals and Deliverable requirements sessions.

The salary range for this position is a general guideline and not a guarantee of compensation or salary. It has been benchmarked in relation to the scope of the role, market rate, and internal equity. The salary for this role is expected to be in the $150,000 - $175,000 range. Where a candidate falls within the band can be determined based on one or more of the following: skillset, experience level, achievements, education, geographic location, security clearance, involvement in corporate tasks, and other non-discriminatory factors. In addition to the base salary, this role will include benefits as described below.
