ACCOUNTING TECHNICIAN

STATE OF MAINE JUDICIAL BRANCH

LOCATION: Either the Capital Judicial Center in Augusta, or the AOC in Portland

The Job:

This is position is responsible for work involved in preparing financial information and records for the Administrative Office of the Courts. Employees in this classification examine, account for, reconcile, analyze, and interpret accounting data and records in accordance with GAAP/GASB standards, state/agency accounting procedures and appropriate internal controls. This classification is distinguished from Accounting Clerks by the fact that Accounting Technicians are proficient in tasks completed by the Accounting Clerks in addition to their work requiring knowledge of advanced accounting principles and preparing complex financial and statistical reports and summaries. Work of the Accounting Technician is performed under limited supervision.

Salary Range:

Grade 12, $24.76 to $32.25 per hour.

Responsibilities:

Applies advanced accounting theory to accounts for revenues, expenditures, transfers, accounts payable, accounts receivable, and inventory in accordance with GAAP/GASB to accurately report results of operations.

Reviews and process accounts payable, travel expenses, and financial contracts to ensure compliance with state policies and procedures that satisfy financial obligations.

Sets-up, monitors, and adjusts and closing entries for general ledger to document financial activity for a project or a program.

Monitors status of accounts, budgets, and contracts to provide information to management.

Meets with financial and program staff to exchange relevant information, explain accounting processes and applicable regulations, and resolve accounting discrepancies or disputes associated with payment authorizations, fund transfers, payroll accounting, collections, account and budget balances, and other financial transactions.

Assists the department in the preparation and review of financial/statistical information and other financial projects.

Coordinates procurement requests from employees and monitors contract spending consistent with approved budget projections.

Assists in the preparation of journals and processes transactions in the AdvantageME system.

Organizes and manages the central filing system and off-site storage for records retention.

Prepares the Active Retired Judges payroll and/or assists as required.

Assists Accounting Clerks with procedural questions, external inquiries and AdvantageME system data entry procedures.

Works closely with procurement staff to ensure funds are encumbered and/or staged appropriately. Adjust as required.

Administers and analyzes general accounting records in accordance with federal and state requirements; ensures compliance with laws, policies, and procedures for recording and controlling financial transactions of assigned program budgets and accounts; and performs internal control tests on accounts to ensure compliance and preparation for audits.

Monitors and analyzes complex general accounts in addition to a wide variety of specialized accounts, recommends and initiates transfers and adjustments when appropriate, and applies transactions and performs account reconciliation to reconcile and monitor accounts.

Computes and prepares a variety of financial reports, and monitors and summarizes financial and operating information related to General and Special Revenue funds to prepare necessary reports.

Prepares and analyzes data for input into electronic accounting systems to access, analyze, generate, and distribute reports.

Works closely with the financial staff to project cash flow needed to cover disbursements.

Analyzes general ledger account balances and organizes information for independent audits of accounting records to prepare accounts for formal reviews.

Responsible for collaborating with clerks and answering bail disbursement questions related to the Enterprise Justice System and TD Bank disbursements.

We’re Looking For:

An associate’s degree from an accredited educational institution in Accounting OR any bachelor’s degree from accredited educational institution that includes 12 semester hours in accounting. Accounting coursework must include successful completion of Principles of Accounting I & II plus two other accounting-related courses. Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP).

Knowledge of generally accepted accounting theories, principles, methods, practices, and terminology.

Knowledge of governmental accounting and fund accounting, including sources of funds, segregation and display of expenditures and revenues, and budgetary accounting.

Knowledge of computerized accounting systems and standardized desktop technology.

Ability to analyze nonstandard accounting transactions to decide and initiate appropriate entries.

Ability to reconcile accounts, initiate corrections, and make adjusting entries.

Ability to prepare narrative and statistical financial reports. Ability to develop and evaluate accounting procedures and controls.

Ability to prepare cash forecasts, revenue estimates, and expenditure projections.

Ability to review fiscal transactions for conformity with applicable laws, policies, and procedures.

Ability to communicate effectively.

Ability to write clearly and effectively.

Ability to recommend improvements in accounting procedures.

Ability to function effectively as a member of a project team.

Experience in the use of spreadsheets, word processing, and database software.

Ability to interact effectively with court staff, judges, attorneys and vendors.

Ability to maintain confidentiality of all sensitive financial information.

Ability to work successfully within a team and to independently manage own workload.

Ability to provide guidance and technical expertise to lower-level professional and technical accounting staff.
