Job Purpose
The Manager of Comprehensive Case Management and Employment Program (CCMEP) will work with the Senior Manager of the Youth Adult Workforce Collaborative to conceive, strategize, organize, and implement efforts to achieve contracted outcomes related to the CCMEP program within Cuyahoga County in partnership with the members of the Young Adult Workforce Collaborative. The Manager will provide functional and administrative oversight of the One Stop, including the provision of career navigation provided by Y.O.U staff members and case management services provided by partner agencies through effective direction, leadership, and communication. This position is responsible for achieving outcome measures and maintaining compliance associated with the CCMEP, regulatory and accreditation standards, and contractual performance agreements. This person collaborates with program leadership, compliance, and finance to create and analyze reports from Salesforce and the State's system of record, ARIES, to better monitor program and staff performance to ensure Y.O.U. can provide detailed, accurate and timely reports to our funder(s) and partners summarizing the provision of services for every youth and young adult receiving CCMEP services. The Manager of CCMEP directly supervises the team of Career Pathway Navigators who work together to implement program goals.
Essential Functions
ARIES Oversight
Subject matter expert in the State of Ohio's Comprehensive and Case Management and Employment Program (CCMEP) and Advancement through Resources, Information & Employment Services (ARIES) system as well as Y.O.U. policies and procedures that guide the work of the Resource & Support Specialists; create and update policies and procedures to ensure efficiency and compliance; Implement quality improvement practices to support these policies, and resolve complex issues and problems
Oversee the intake and assessment of teens and young adults enrolling in CCMEP programs and the documentation of service delivery to those participants in ARIES.
Work with Senior Manager of Young Adult Workforce Collaborative, the Compliance team, and Finance team to ensure all items on monthly billings are accurately entered in ARIES.
Communicate regularly with staff from partner organizations regarding issues identified in ARIES by the Compliance team and/or from their own review of partner activity.
Ensure data quality, accuracy, timeliness, and integrity through the implementation of routine and random audits. Make recommendations for improvements as needed.
Create system of reports for the Compliance team so they know which Eligibility records in ARIES need to be audited for timeliness and quality of uploads of intake documents. One Stop Management
Provide supervision, management, and leadership to the team of Y.O.U. Career Pathway Navigators and staff from Young Adult Workforce Collaborative partner agencies, effectively and positively communicating initiatives to ensure outcomes and improved service value for young adults.
Develop the schedule for the Career Pathway Navigators for the One Stop and any Community based events.
Communicate Regularly with staff from Partner Organizations about staffing schedule for One Stop
Coordinate monthly meeting of CCMEP Case Management staff for a Case Conferencing conversation. Create environment where the teams can openly discuss and share updates on participants, gain insights from one another, learn from each other, provide referrals to each other in order to best serve the participants on each other's roster for the best outcomes of the overall CCMEP contract.
Collaborate with the Manager of Compliance to ensure that all individual and program files, both electronic and hard copy, are maintained in accordance with contract agreements and standard regulations.
Collaborate with the Senior Manager of Young Adult Workforce Collaborative to create a comprehensive and engaging orientation presentation and career pathway navigation tools to be used at the One Stop.
Ensure the Career Pathway Navigators and Provider Staff are trained and equipped on how to facilitate these tools and engage participants in conversations that will lead them to decisions about which services they will pursue. Career Pathways Navigation
Coordination with PACE team on outreach to ISY participants and the referral processes to CCMEP partners.
Provide supervision and support to the team of Career Pathway Navigators - developing and implementing a schedule in alignment with the priorities set forth by the Senior Manager of Youth Employment and Director of Work Experience Programs.
Ensure all data from career pathways conversations, including resulting referral agency, is accurately captured in Salesforce for every participant at the One Stop or engaged by a Y.O.U. staff member (Career Pathway Navigator or PACE Facilitator). Resource and Support Specialist Supervision
Supervise the Resource and Support Specialist Supervisors
Continually develop and grow relationships with providers of supportive services and oversee the maintenance of a database of these services for all Resource and Support Services to use.
Ensure effective resource and support service communication with all involved stakeholders.
Promotes quality service delivery for optimal participant outcomes.
Provide connections/referrals to necessary resources for ISY participants. Perform other duties as assigned.

Education
Bachelor's Degree in Social Work, Public or Business Administration or other relevant field from an accredited college or university preferred.
High School Diploma or equivalent plus 4 years direct field experience can be substituted in lieu of a degree required. Requirements
Minimum 5 years of experience in program management and operation activities.
Minimum 3 years of experience leading a working group or team of staff.
Must have experience working in a non-profit setting.
Experience using government/public data systems.
Experience maintaining compliance with publicly funded grants and contracts.
Must have reliable transportation to travel to/from Y.O.U. offices, partner organizations, schools, etc.

This position will work in the office 5 days a week, either at the Y.O.U. Office or at One Stop. The work pace for this position is frequently fast paced where work is required for up to 2 hours at a time. Low supervision from management with intermittent prompts is expected. Social interaction with team members is required frequently.
This position requires such physical abilities as sitting for computer and phone work for long periods of time, lifting up to 25 lbs periodically and carrying office supplies, standing, and walking throughout the office buildings.
When working remotely, must have a workspace free of distractions and background noise (Pets, children, television, radio, etc.)
