Job Title: Clinical & Quality Program Manager Department: Ambulatory ServicesLocation: Riedman CampusHours Per Week: 40Schedule: Monday - Friday, 8am - 4:30pmSUMMARY

The Clinical & Quality Program Manager-QSI, coordinates activities and functions of various Federal and State Quality programs to ensure that goals and objectives specified for the program are accomplished in accordance with established priorities, time limitations, funding limitations or other specifications. Responsibilities may include training, coordination, solicitation and scheduling of projects, development and implementation of new processes or workflows, budget management and other administrative duties, ongoing project management, and may supervise team members in conjunction with leader. Program Manager will coordinate work between IS&T, Quality, Medical Informatics, Process Improvement, Clinical and Operational leaders, and vendors as necessary.

RESPONSIBILITIES

Coordination, monitoring, and status reporting of all clinical and technological components for the hospitals and ambulatory practices of Rochester Regional Health System as it relates to Quality Reporting programs.

Administrative activities related to the successful participation in quality programs.

Provide financial estimates of potential program incentives and payment adjustment impacts.

Develops and schedules program work plan in accordance with specifications; oversees daily operations and coordinates activities of program; determines priorities.

Monitors program expenditures ensuring that budget targets are met or exceeded.

Confers with and advises leaders on programs goals, and regulatory interpretation.

Coordinates activities with inter-related activities of other programs or departments to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications.

Evaluates program effectiveness to develop improved methods; devises evaluation methodology and implements; analyzes results and recommends and/or takes appropriate action.

Develops, compiles and writes communications to raise awareness of programs, providing training as necessary.

Manages day to day operations which include conducting meetings, providing leadership to the quality improvement process, promoting open communications and resolving day to day problems and concerns of leaders and/or customers.

Ensures that policies and procedures of the program are in compliance with all regulatory and hospital standards and that staff understand and implement these policies and procedures.

Ensures effective communication between leaders, departments, hospitals, and the community.

Manages expense and invoice processing as indicated.

Coordinates meetings, sets agendas, tracks attendance and takes minutes as indicated.

Assists leaders with internal operations, recruiting and program development. Responsible for understanding quality programs and functioning as regulation expert.

QSI Program Development, Reporting & Management

Project management of all clinical and technological components for the RRH external rating programs (ex. USNWR, Health Grade, Leap Frog etc.). Evaluates program effectiveness, monitor expenditures, recommend and develop improvement methods.

Partner with internal communications and marketing on collateral to raise awareness of programs, providing training as necessary.

Provides oversight and management of daily operations and program activities.

Coordinates QSI activities with leadership to ensure optimum efficiency and compliance with appropriate policies, procedures and specifications.

Sustain QSI applications, make recommendations for enhancements as appropriate.

REQUIRED QUALIFICATIONS

Bachelor's degree in Health Care Administration, Business Administration, Information Systems or Project Management.

PREFERRED QUALIFICATIONS

Masters preferred.

Minimum of two years’ academic or employment experience in project related work, systems and financial analysis preferred.

3 years of experience in healthcare operations and leadership preferred,

$65,000.00 - $97,500.00

The listed base pay range is a good faith representation of current potential base pay for a successful full time applicant. It may be modified in the future and eligible for additional pay components. Pay is determined by factors including experience, relevant qualifications, specialty, internal equity, location, and contracts.
