The manager, integrity management provides program management and oversight through highly technical engineering services and directs the work of others for data management, pipeline threat assessments and risk analyses, management of regulatory issues and concerns, transmission pipeline integrity assessments, and development of capital and operational improvements to reduce natural gas system risk as required by MidAmerican Energy's integrity management programs. Responsibilities include data gathering, review, and integration; identifying high consequence areas, understanding and identifying pipeline threats and consequences of failure, completing risk analyses, monitoring and reporting on industrywide significant events; conducting pipeline integrity assessments and evaluating results, developing preventive and mitigative measures to reduce pipeline risk; participating in technical committees as appropriate; overseeing and guiding engineering staff in elements of the integrity management programs, maintaining strict compliance with all elements of, and evaluating and updating elements of integrity management programs as required.
Responsibilities
Ensures risk management and integrity management programs are executed according to internal policy and procedures and meet the individual program, company, and regulatory requirements. Oversees all components of the integrity management plan (IMP), including applicable company procedures and integrity assessment schedule. Manages integrity management program-related PHMSA communications and reports, including submittal of documented performance measures. Oversees the evaluation of cathodic protection and integrity management proposals and the award of contracts to successful contractors. Coordinates the development and implementation of test and inspection criteria and procedures, which will ensure that facilities, equipment, and materials meet applicable specifications, performance requirements, and quality guarantees of contractors, manufacturers, and suppliers. Coordinates the planning, organization, and control of design efforts related to cathodic protection facilities. Ensures total project coordination, compliance with applicable codes, and controls project scope, cost, and schedule. Performs administrative activities necessary for effective management of the department including hiring, performance management, team building, employee safety, pay administration, employee development, setting organization goals and providing status reports to management. Manages qualification and training of the IMP team, both employees and contractors. Develops and administers integrity management engineering annual budgets and project cost estimates and budgets. Justifies decisions regarding the sourcing of materials and selection of contractors. Provides for accurate budget forecasting on a regular basis. Oversees studies and prepares long-range plans for modernizing, upgrading, or replacing cathodic protection systems. Maintains liaison activities with operations and other departments during design, bidding, procurement, construction, testing, and commissioning phases of facility installation or modification projects. Perform any additional responsibilities as requested or assigned.
Qualifications
Bachelor's degree in engineering from an accredited institution. Professional engineer designation or advanced technical degree preferred. Ten years of related experience, including three years of supervisory/management responsibilities. Demonstrates a detailed knowledge of Department of Transportation 49 CFR Parts 40, 191, 192 and 199 regulations. Demonstrates a detailed knowledge of applicable state regulations and other applicable Pipeline Hazardous Materials Safety Administration (PHMSA) guidelines and documents as applicable. Accreditation or ability to achieve accreditation in corrosion control as defined by the National Association of Corrosion Engineers. Effective oral and written communication skills. Effective interpersonal skills and leadership abilities. Effective analytical and problem-solving skills Advanced project management skills' ability to prioritize and handle multiple tasks and projects concurrently. Effective organizational skills to meet strict deadlines and to analyze, manage, and classify large amounts of data. Advanced knowledge of federal and state pipeline regulations, especially the integrity management rules. Ability to obtain advanced knowledge of MidAmerican Energy Company's systems utilized by the integrity management programs, including ESRI ArcGIS, Uptime, Synergi, MRP, Leak, Delivery Compliance, Oracle, G/Technology and WMIS.
