Description
The Public Utilities Field Operations Manager performs supervisory and administrative work by directing the activities of the water distribution and wastewater collection operations of the Department. The incumbent's work involves providing technical support to divisions and analyzing electrical, mechanical, operational problems and overseeing personnel, preparing operational and capital improvement budgets, and estimating construction costs for proposed and planned projects. The Field Operations Manager is responsible for ensuring the proper day-to-day function of multiple water and waste-water systems throughout the County.
Examples of Duties
Provides technical support to various divisions and analyzes operational, mechanical, and electrical repair problems.
Develops solutions to routine and non-routine situations and problems.
Assigns, directs and supervises field operations employees, and ensures adherence to established policies and procedures.
Assists and advises employees in the resolution of non-routine problems and situations;;
Plans and schedules routine and emergency work.
Monitors and coordinates assigned work.
Enforces safety/operational procedures.
Interviews and hires personnel, evaluates employee performance, enforces policy and employee disciplinary actions, and participates in the resolution of grievances.
Directs planning of work, and monitors production and performance.
Plans, organizes, and coordinates both short and long range projects and activities of field operations personnel.
Assists in the preparation of Operating and CIP budget proposals.
Approves expenditures for services, materials and equipment within the division.
Prepares materials, equipment and labor requirements and cost estimates for improvement and/or construction projects, service connections, extensions, meters, etc.
Meets with customers, contractors, and officials to respond to inquiries or complaints;;
Provides information regarding utility services or operations or coordination of activities.
Advises on the design of major projects and coordinates construction activities;
Reports to work during inclement and extreme weather conditions and responds to emergency situations as needed.
Performs inventory/property management.
Makes recommendations that impact the budget.
Manages the budget within assigned unit/division.
Exercises purchasing authority up to $50,000 without approval from supervisor.
Responds to after-hours emergency calls.
Monitors pump station alarms after hours and on weekends.
Assists in the preparation of reports for the Director of Utility Services, State Health Department, State Water Control Board, Virginia Department of Environmental Quality, etc.
Operates a computer to enter, retrieve, review, or modify data.
Utilizes word processing, spreadsheets and other software programs.
Attends various meetings and represents County as appropriate.
Observes all approved safety and health policies and procedures pertaining to an employee's work activities and performs all work tasks in a safe and healthy manner in accordance with County policy.
Performs other assigned duties. PHYSICAL DEMANDS:
The work is medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Requires the use of fingers, climbing, crouching, grasping, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, visual acuity, and walking.
Required Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
High School Diploma or equivalent;
Seven (7) years of related work experience with water and/or sanitary sewer systems;
Supervision experience preferred
Or equivalent training, education, and/or experience. LICENSES/CERTIFICATIONS:
Driver's License valid in the Commonwealth of Virginia.
Ability to obtain within one year a Class IV Water Operators Certification Knowledge, Skills and Abilities:
Knowledge of the principles of electrical and mechanical maintenance and construction water distribution and wastewater collection systems, federal, state, and local laws pertaining to waste water collection and water distribution.
Knowledge of the occupational hazards and proper safety precautions involved in water and waste-water service operations.
Skilled in the use of a variety of office equipment including computer-driven word processing, spreadsheet, and file maintenance programs.
Ability to keep abreast of trends in the fields of water distribution and waste water collection systems.
Ability to read and interpret blueprints and engineering plans and specifications.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
