The City of Everett is accepting applications on an appointive basis for the position of Transit Operations Manager.

JOB DESCRIPTION:

Under the general direction of the Transit Director, this position plans, organizes, coordinates, and manages the staff and activities of the Transit operations division, including overseeing the day-to-day delivery of fixed-route and paratransit services, managing the effective use of Division resources, responding to customer and stakeholder inquiries, serving as an integral part of the Transit leadership team, and performing related work as required. Incumbents in this class operate with a high degree of independence and have a demonstrated ability to communicate effectively with a wide range of individuals and groups, including local community leaders, regional planning organizations, individual customers, staff, and a variety of health and human services organizations. Technical expertise in program development, data collection, analysis, and program management are essential.

Everett Transit operates local fixed-route and paratransit serviceswithin the City of Everett, and owns and operates Everett Station, a 60,000 square foot multi-modal facility and regional transportation hub. Everett Transit continues to be a leader in zero emission service delivery with more than 1.5 million miles of zero emission fixed-route service provided since 2018. Half of the fixed-route fleet are battery electric Gillig coaches and charging infrastructure owned and operated by Transit represents a significant investment.

Everett Transit's fleet consists of approximately 45 fixed-route buses and 25 paratransit vans. The operations workforce includes approximately 100 operators in addition to maintenance personnel, scheduling technicians, operations supervisors, and support staff. The Transit Operations Manager is a highly visible and hands-on position that is equally comfortable with public speaking, strategic planning, addressing individual performance concerns, coaching supervisors, crafting policy, analyzing data, and connecting with operators. A successful candidate will be expected to have comprehensive knowledge of public transportation operations, transit scheduling and administrative practices as well as knowledge of applicable federal, state, and local laws, codes, regulations, and policies regarding worker health and safety.

Job Responsibilities:

Ensure the safe, clean, and reliable delivery of transportation services to our community.

Respond to customer questions, complaints and suggestions in public forums, meetings and in person. Work with community groups to establish transit service and identify demand for various services.

Administer associated collective bargaining agreements. Respond to grievances and other labor related issues when they arise.

Prepare, write, and authorize bid specifications in cooperation with the City Motor Vehicles and Procurement departments.

Collect, analyze, and prepare reports on fixed-route and paratransit service.

Collaboratively establish staffing levels and develop various schedules for work groups.

Deal fairly and efficiently with human resources matters including the hiring, training, and performance management of personnel.

Manage, monitor and staff a variety of departmental projects and programs; develop processes and position papers; prepare staff reports and budget information; formulate initiatives, and evaluate programs.

Act as a representative of the department to city council and community groups.

Ensure compliance with all state and federal laws, rules, and regulations related to the safe operations of public transportation.

Collaboratively coordinate fixed-route and paratransit services with outside agencies, including regional transportation providers.

Provide oversight to the division's training, safety, and security programs.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

A combination of education and related experience may substitute for education requirements.

Bachelor's degree in Business/Public Administration, Urban Planning, Transportation Planning or a related field and

5 years progressive experience in transit management and operations, including 3 years supervisory experience with both fixed-route and demand service preferred.

Commercial Driver's License preferred.

Benefit eligibility for the employee and eligible dependents begins the first day of the month following the employee's hire date. Premiums for Delta Dental and HMA Vision are paid by the City on behalf of the employee and eligible dependents. Premiums for Life, LTD, Accidental Death & Dismemberment coverage on behalf of the employee are paid by the City. Premiums for HMA Medical and Kaiser Medical coverage are shared by the employee.

An additional benefit is available through a Voluntary Life Insurance program for the employee, spouse, and children. The employee pays the premiums for this benefit.

It is mandatory that both the City and the employee pay into the Department of Retirement Systems for Washington State.

Three voluntary Deferred Compensation programs are available for employee participation.

A Flexible Spending Plan is available that allows you to make pre-tax contributions for Health Care reimbursement and/or Dependent Care reimbursement for those expenses not covered by medical.

The Employee Assistance Program EAP is provided free of charge to employees and family members.

Generous vacation and sick leave benefits are provided to employees. Ten annual holidays and two floating holidays are paid.
