Job Title: Chief Maintenance Engineer - Correctional Facility

Department: WCSO

Reports To: Division Manager

Classification: Exempt

Position Summary

The Chief Maintenance Engineer shall work under direction of the Division Manager and is responsible for the oversight of the performance, operation, and supervision of maintenance staff including, but not limited to electricians, plumbers, HVAC, general maintenance technicians, landscapers, and housekeeping. Also, this position will help perform and assist in the day-to-day maintenance and repair of the building and property. This individual will maintain a high level of professionalism in addressing internal and external issues including response to and resolution of any client requests or concerns. This position is located in a correctional facility.

Essential Functions:

Assist Division Manager in administrative matters including budget preparation, monthly reports, invoice payment, scheduling. and personnel matters

Plan and maintain the strategy for workload analysis

Lead team meetings, set agendas, through follow up of action items

Schedule, assign and supervise activities of maintenance personnel

Ensure that all policies and procedures and followed according to contract

Assist and advise employees in resolving problems as non-routine situations arise

Inspect work upon completion of assigned tasks

Supervise activities of outside contractors; ensuring quality of work performed to established project requirements and meeting contract specifications

Estimate costs of repairs and improvements for facility

Supervise or participate in maintenance and repairs of facility and equipment

Respond to and coordinate on-call emergencies, if necessary

Order parts and supplies for equipment and systems as needed

Train employees in safety and other required operational issues

Work closely with administrative staff of facility addressing all concerns that arise

Monitor and control material and equipment inventories

Seek new and improved methods, policies, and procedures for enhancing the effectiveness of the facility

Assist Division Manager in other tasks deemed necessary

Ensure work orders and preventive maintenance tasks are assigned, performed, and closed out in a timely and professional manner

Follow up with client on activities or issues which may affect facility operations

Schedule and coordinate facility inspections Other Functions:

Electrical: Repair and maintain lighting fixtures, ballasts, and circuit switches, sensors and timers

Electrical: Repair, replace and/or maintain 115V and 220V outlets and circuits

Electronic: Maintain, reprogram, operate and perform tests on electronic systems (Fire Alarm, Security, Timers, Sound and AV systems, etc.)

Plumbing: Change out or repair flush valve on toilets/urinals and keep properly maintained

Plumbing: Perform corrective and preventive maintenance on all plumbing issues throughout facility; including roof drains, storm and sewer drains, faucets, valves, water filters, etc.

Plumbing: Clear drainage/sewage stoppages using appropriate equipment and methods

Plumbing: Locate and exercise isolation and shut off valves

Carpentry: Repair and assemble furniture, desks, chairs, etc.

Carpentry: Perform wall patching

Carpentry: Install or repair ceramic wall tile

Carpentry: Make repairs to roofing materials

Flooring: Make repairs to ceramic, vinyl tile floors as needed

HVAC: Diagnose mechanical systems/equipment failures and repair when feasible

HVAC: Operate HVAC systems and controls

HVAC: Change Ventilation Filters as required/assigned

HVAC: Perform lubrication of motors/pumps/fans

HVAC: Assist in repair of HVAC system equipment

HVAC: Perform cleaning of refrigeration equipment coils

HVAC: Maintain and clean mechanical rooms and equipment to maintain in like new condition

General: Completes corrective/preventative maintenance work orders in a timely and professional manner

General: Performs painting as needed/assigned

General: Perform cleaning/janitorial functions or supervise as required/assigned

General: Perform event setups and take-downs as required/assigned

General: Assist in installing new equipment for facility

General: Responds to On-Call emergency repair work or after hours as needed

General: Maintains clean and organized work areas

General: Maintains supply and materials in stock, organize and replenish as needed

General: Ability to locate and shut off valves and electrical circuits in an emergency

General: Assists other trades/technicians where assigned and/or needed

Manage other duties as assigned and as necessary Competencies:

Prior people management experience

Ability to supervise teams and achieve results Technical Skills:

Proficiency with the work order process. CMMS (Computerized Maintenance Management System) experience a strong plus

Proficiency in Microsoft Office products including Word, Excel, PowerPoint, and Outlook Knowledge, Skills, Abilities:

Required

5-10 years' experience in Property and/or Facilities Maintenance

Comprehensive knowledge of maintenance processes

Associate Degree in an engineering discipline or equivalent work experience Preferred

State issued license in Electrical, Plumbing, HVAC, or other relevant trade

Managerial experience preferred

1-2 years' experience of Small Project Management preferred

Position Type / Expected Hours of Work

This is a full-time, exempt position with normal working hours Monday through Friday, working 40 hours per week. However, as business needs become necessary, after-hours, holidays, or weekends may be required.

Travel

This position requires minimal travel.

Supervisory Responsibilities

Approve employee timesheets and expense reports, hiring of new personnel; ensure compliance with disciplinary procedures, fairly and justly discipline; develop and motivate staff in order to provide optimum service; take individual initiative in organizing and prioritizing work; maintaining an effective working relationship with personnel in all departments; manages other duties as assigned.

Work Environment

This position is located within a correctional facility. Work is performed both indoors and outdoors with exposure to various weather conditions. Must be able to work in hazardous conditions while maintaining safety standards, work outdoors in adverse weather conditions, industrial settings, and construction sites, and work in loud environments and temperature extremes.

Essential functions of this position require: manual dexterity, large motor skills, ability to communicate, lifting, kneeling, squatting, standing, walking, climbing (including but not limited to ladders), crawling, stooping, turning/twisting, balancing, reaching with varying frequencies.

Heavy work: Occasional lifting and carrying, pushing, or pulling objects weighing up to 50 pounds; and/or continuous lifting, carrying, pushing, or pulling 10-20 pounds.

Mental Application: Utilizes memory for details, verbal instructions, critical thinking, adaptability, and creative problem-solving skills are important.

The employee is regularly required to talk or listen effectively.
