Maintaining efficiency and economy in operations management requires flexibility in job assignments. While each employee shall have a primary responsibility for the job that employee has been hired or later promoted to, each employee may be expected to perform other jobs from time to time.

SUMMARY:

Under the direction of the Manager of Operations - Transit Enforcement, the Dispatch Supervisor is responsible for the day-to-day operations of the Transit Security and Passenger Safety Communications Center, as well as properly maintaining radio communication with field personnel and providing verbal direction to Dispatchers.

EXAMPLES OF DUTIE

Essential Functions

Coordinates, supervises and evaluates the work of Transit Enforcement Dispatchers; participates in developing, implementing and evaluating work plans, processes, policies, systems and procedures to achieve the Communication Center's goals, objectives and work standards.

Ensures that the radio and dispatch areas operate in a safe and professional manner.

Monitors and takes appropriate action to enhance on-time performance.

Monitors the daily performance of Dispatchers and documents performance issues.

Trains staff as to proper procedures for handling emergency calls and non-emergency calls for service; explains proper methods for dispatching Transit Enforcement personnel, contract security officers, police, fire and medical personnel, aid calls and providing pre-arrival instructions.

Develops recommendations to improve Communication Center operations.

Develops, reviews and updates written manuals, procedures and instructions.

Provides pertinent information to appropriate departments in a timely manner.

Communicates with Police Departments and other agencies as needed.

Briefs the Deputy Director on daily activities and any ongoing or outstanding issues.

Ensures Dispatcher procedures and training are up to date.

Assists Security Systems Administrator with requested video footage and public records requests.

Assists other supervisors on disseminating information with respect to field issues (incident updates, traffic issues/detours, train delays, etc.).

Notifies security contractor when personnel issues arise involving their staff.

Provides pertinent information to appropriate departments in a timely manner.

Manages the Ride Assured Program.

Performs other duties as assigned. Duties May Include, But Are Not Limited To, The Following:

Provides counseling and takes appropriate action to improve the daily performance of Dispatchers.

Trains new dispatchers

Handles the first step of disciplinary action.

QUALIFICATIONS

Knowledge, Skills and Abilities

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; skill in effectively supervising subordinates in order to achieve company goals; knowledge of CAD, Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.

Experience/Education/Certificates/License(s)

Possess a bachelor's degree in communications, public administration, business administration or related field is highly desired and/ or at least one year of experience in a dispatching environment where a CAD system is used. Qualifying experience may be substituted for the degree requirement. A CA P.O.S.T. Dispatchers Certificate or the ability to obtain one is highly desired. Experience in performing the required duties with a transit agency is preferred.

GENERAL:

Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.

SALARY GRADE:

Per Front-Line Supervisor Compensation starting pay will be: $73,049.60

Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #8 which has a minimum of $66,333 and a maximum of $94,193. Salary grades are typically adjusted annually to ensure they remain market competitive.
