Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE COUNTY:

Established in 1853, Alameda County has a population of over 1.6 million residents, making it the second largest county in the Bay Area and the seventh largest in the State. The County encompasses 14 cities including Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, and Union City as well as six unincorporated communities and rural areas that span a total of 738 square miles.

THE POSITION

Under direction of Agency or Department executive management, to supervise, plan, and coordinate the work of technical and professional information systems staff involved in developing, evaluating, and implementing the most complex and varied management information, financial, and specialized information systems for the purpose of improving operations; to lead, coordinate, and participate in organizational or management analysis; and to do related work as required.

THE VACANCIES:

This recruitment will establish an eligible list which will be used to fill general vacant positions throughout Alameda County. The current vacant positions are located in the Community Development Agency and Alameda County Health departments. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other county departments/agencies.

THE IDEAL CANDIDATE:

In addition to meeting the minimum qualifications below, the ideal candidate will possess the following critical attributes:

Possesses strong verbal and written communication skills to convey technical information clearly to diverse stakeholders, including staff, management, and external vendors.

Stays abreast of emerging technologies and industry trends, demonstrating flexibility and adaptability in integrating new solutions to meet evolving organizational needs.

Utilizes project management methodologies to plan, execute, and oversee information systems projects, ensuring timely delivery within budget constraints.

Prioritizes user needs and satisfaction by developing user-friendly systems and providing responsive support services.

Establishes and maintains comprehensive documentation, including system manuals and procedures, to ensure consistency and compliance with best practices.

Manages resources effectively, including budgeting for hardware and software acquisitions, to optimize departmental investments in technology.

MINIMUM QUALIFICATIONS

Experience:

The equivalent of four years of full-time paid experience in information systems performing duties such as system analysis, application development, system evaluation, selection and implementation, or network administration. At least one year of experience must include direct supervision of other professional and technical information systems staff.

Education:

Possession of a Bachelor’s degree from an accredited four-year college or university (120 semester units or 180 quarter units) with a major in MIS, Computer Science, Computer Engineering or a closely related field may be substituted for two years of the required experience.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

Principles and techniques of supervision and personnel and project management.

Systems and procedures analysis and methodologies.

Process or business oriented software platforms.

Information system concepts and advanced computer technology and terminology.

Data organization, access methods and networking in computerized systems.

Modern office principles, practices and standards.

Certain positions may require knowledge of specialized operating system software and/or applications software.

Ability to:

Exercise management and supervisory control.

Analyze major information system problems, identify alternative solutions, and make recommendations and decisions using sound judgment.

Provide leadership and coordinate individuals, projects and functions effectively.

Analyze budgets and develop work schedules, work plans, and cost controls.

Communicate orally and in writing.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.

A review of candidates’ Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.

An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
